Skin Color and Beauty: Historical Bias and Social Change

For a long time there have been dolls with white skin but there were no dolls with black skin. The princesses in a fairy tale or Disney animation always have had white skin color or blue eyes. How did white skin and blue eyes come to be the factors that decide the beauty of human beings? Everyone knows that the beauty standard changes by the transition of cultural value, but how come it became so hard to jump over the wall of beauty standard for white people?

Every standard is determined by that era’s powerful nation or advanced country. The standard of beauty is not an exception, so I have to explain how the white people became to gain supremacy. Considering that Africa or Asia were all cradles of civilization in the past, we can imagine that they had rich soil, abundant resources, and calm weather unlike today. In contrast, the European countries were disadvantaged in these things, so they felt the ‘necessity’ to pioneer and find new country. This ‘necessity’ became the driving force so helped them to accumulate experience and capital, leading the Europe to the Industrial Revolution.

The Industrial Revolution triggered the developed use of steel, and this eventually increased the productivity of food. This caused dense population and system maintenance, and led to superiority of power. The white people who became superior by this set of process became to assert the racial ideology which justifies their superiority and domination. This wrong ideology which made through long term colonized era is now still dominating the black people, even though they are virtually liberated.

The culture hegemony which uses media as its method is now even fixing the beauty standard of whole world. Since the characteristics of white people which emerge in movies or advertisements are directly connected to the beauty standard of white people, the non-white people who consistently keep in touch with mass media come to internalize that as their beauty standard. Then the non-white people who lost their own standard of beauty should always feel sense of inferiority and take discrimination for granted?

In the book World hunger explained to my son, Jean Ziegler says that hope exists in public awareness that slowly changes. Therefore, the long-term fixed beauty standard is hard to change but is not an unchangeable thing. As the ‘Black is beautiful’ movement once spread in the United States and endeavored to remove the wrong ideology of thinking the black people’s feature as essentially ugly, people who are living in current days should also self-examine from cramming themselves into biased beauty standard which is made by white people.

In order to change deeply fixed and rooted standard, influential stimulation is needed. The Miss Bronze competition was one of the endeavors and stimulations to change people’s perception on widespread beauty concept. In this case, the Civil Rights Movement was the driving force of the stimulation. As the black people’s right became an issue due to the Civil Rights Movement, people increased their thought to the discrimination that black people receive, and eventually became to challenge on beauty consciousness which has been the most discriminated part. Through this endeavor, people’s beauty consciousness on black people, which seemed immutable, wriggled, and positive outcomes began to appear.

As an example of these positive results and transitions, there are Barbie dolls and Disney animation. The Barbie doll has been controversial due to the problem of racial discrimination. The first black Barbie was made in 1967, but this was criticized since it excluded the black people’s indigenous characteristics. The early black Barbie was just colored in black, maintaining the features of white people. Until 1980s, the Barbie doll company adhered to its method of production regardless of the criticism of being called as white supremacy. However starting from 2009, the company finally began to produce black Barbie which realistically describes black people’s features. In addition, in the Disney animation ‘The Princess and the Frog (2009)’, people could see the first black princess coming on. Also in 2008, the United States chose a black man as their president. These series of events show how the world became more generous toward black people. This, in a manner of speaking, shows the miracle of hope that has been built through gradual change in public awareness.

What has decided the superiority and inferiority of civilization in the first place was geography. White people could be the white people of today since there was ‘necessity’ which came from poor geographic condition. If they did not have to worry about climate and foods, did they have to go out into the world enduring danger? It is hard to say so. Maybe non-white peoples’ features would have been the beauty standard if they had been able to grab hegemony. Therefore, there is no superiority and inferiority from the first time. It was just the results of historical coincidence and inevitability.

In the context of beauty concept as well, it is not important to think which color is superior and inferior. It is useless and meaningless since these things do not exist from the first time. The beauty standard should be rather established above the acceptance of the phenotypical differences among people. What makes this possible is an endless endeavor of awakening unbiased consciousness on race and beauty.

Opportunist Beauty in Japan

Every year a number of Japanese students in my university decide to participate in a study abroad program (mainly to the US, Canada, and Australia). They usually start to prepare for the coming life in foreign countries by packing stuff or setting up their goals during spring semester in Japan. It was such a time when I often saw the female students dying their hair black again, although they used to have their hair dyed bright colors such as blonde and brown. I asked some of my friends how come they would do so and they answered, “Obviously that is because black hair represents Asian beauty.” Meanwhile within Japan, there is a huge boom about biracial people referred to as “hafu”, especially referring to people of half-Caucasian and half-Japanese (one parent being Japanese and one parent being of Caucasian heritage) (Okamura, 2009). Recently you can see hafu models and celebrities a lot on TV and in magazines, and many Japanese women try to achieve a western-looking face due to their adoration for hafu’s appearance.

Those two standards of beauty that Japanese women have, “Asian beauty” and “Western beauty,” seem to be the opposites of each other. However both standards exist simultaneously as the dominant viewpoints when thinking about what is beauty for Japanese women. Why?

This phenomenon can be explained with a case of African American women competing in the Miss Bronze or black beauty contests during the 1960s and 1970s, when the Civil Rights Movement flourished against discrimination towards black people. Maxine Leeds Craig, a professor of Women’s Studies at the University of California-Davis, pointed out that  at that time black women in the Miss Bronze pageant would realize views of themselves depending on how whites saw blacks, but at the same time this helped them to see the structure of racism (Glenn, 2009). Therefore in order to accept and reject this hierarchy, contestants who had dark skin tone were crowned as winners of Miss Bronze since the 1960s, rather than those with light skin tone, who were considered as the closest color to whiteness. The black beauty came to be used as a demonstration of the value of black people.

Related to this case, what about the pageant of Miss Universe Japan? In spite of the domestic hafu boom, almost all participants of this contest attempt to show their beauty as Asian with typical images of Asian women (e.g., long black hair, slit eyes) (Miss Universe Japan). The same thing can be said of women who stay in foreign countries outside of Japan. Even if the women used to prefer western-looking (e.g., bright colored hair and round eyes) inside of Japan, they somehow start to focus on “Asian beauty,” showing their Asian features to foreigners.

Hence this coexistence of the seemingly opposite standards of beauty and switch between them depending on the situation look similar to the case of African American women. It seems that Japanese women, as representatives of Asian women, would think of themselves as inferior to whites in racial hierarchy and this consciousness would help accepting and rejecting this hierarchy. Therefore Japanese women who have chances to live in an environment filled with Westerners try to behave as one a representative of Asian beauty, although once they are in Japan, they still tend to have the feeling of inferiority toward white people with an ideal to Western-beauty.

American Mythology and Racism

Nations are imagined communities, with in an imagined community there are often myths that do not always match up with the reality of what that imagined community is like. The example that will be explored for this blog post is America and race. The myth that America presents is that it is multiethnic society where all races are equal. Yet this is far from true. The history of racism is clear throughout American history and this continues to modern day. Racism has created negative stereotypes of people of color and especially African American people. What do the creations about the imagined community of America show about how America sees itself?

Language, especially slang, can show how Americans think of the races. A kind of covert racism is associating the colors white and black with good and evil. For example, seeing something as black and white is seeing something as all bad or all good. Covert racism can extend to the description of people. Fair when used as complement again reinforces the connection between light skin and beauty. Language can also be used in an obvious form of racism using words like the negro or slant-eyes. This reduces people to a physical characteristic taking away their humanity. They have been used as slurs against enemies, as seen during World War II and the Vietnam War for the slurs against Asians. These words are also used against Americans who have Asia or African ancestry. In that way while America would like to be seen as multiethnic and equal nation, however when we look at its language and slang we can see it still clearly has racism.

What could be a better example of what America stands for than Miss America? For 2014, there was the first Indian-American crowned. There was also a huge backlash on social media saying that she was not “American” enough and instead holding up Miss Kansas (who has blond hair and white skin) as what a true American should be. While this is only one example, this idea runs much deeper in media. When looking at media that is about a group within America, the majority of actors are white. Only 4 percent of Oscars have gone to African Americans and only 14 percent of characters in television and film are African American. If America was a multiethnic and equal community, why is the nation’s diversity not repressed in film? There is still racial bias in American media and that bias extends over all of American society.

The final area is the idea of white as a default person. When talking about other races in America it often said African Americans or Asian Americans, but that contributes to the idea that then when you say American they are white. By thinking that white is the starting point it means that they are the people who get represented most in television and film. This is another bias that shows the racism in American society.

Apart from all these examples the negative stereotypes of people of color are common in the American society and they still affect people of color. The myth that America tries to promote of being multiethnic society and an equal society it is just that, a myth. America does have people from many ethnicities and races, however they are not equal. Racism is still major problem that needs to be addressed.

Media and Image: The Influence of Biased Images of Whites and Blacks on TV

Whenever we watch TV, don’t you feel any biased images or pictures are always produced to the audience? Personally, I do. Think about the images you have in your mind when you think of some American dramas or movies. What kind of roles you guys think black people represent mostly? What about roles of white people?

When we think of roles of black people in movies or TV dramas, it is easy for us to picture roles of black people which tend to give audience negative images or not really good images as white characters have. The “Magical Negro,” for instance, is one of the most remarkable characters mostly played by African American men. Those characters are always helping white characters to let them have better lives without considering about their own lives but for white characters. There is also the tendency that black people are regarded as the very actors for playing criminals as we often see them breaking laws such as drug dealers in movies and TV dramas. On the other hand, characters with good images such as a hero, popular students at schools tend to be played by white actors.

When talking about roles of white women, the show “Gossip Girls”, one of the great hits among American teen shows and continuously won many Teen Choice Awards from 2008 to 2010, is also a clear example. All the main characters are white, and white women in the drama are always having fun with guys, fashion, and make-up (some-girls.com, 2011). White girls on screen always make us feel jealous or desire to look like them as we see many articles or tutorials about how to look like them taken up by magazines and blogs on website. Women, especially teen girls, are really sensitive to that kind of information simply because whites seem like they most likely play gorgeous characters on TV and are regarded as role models or as good looking women. The image of white females on TV as roll models of being beautiful women, are repeatedly produced by TV to the audience so much that it is widely prevalent among other races including African American women.

Watching TV does play an important role for African American people, as the data complied by EURweb in 2010 shows that the average of African Americans watching TV was 7 hours and 12 minutes, more than the US average of 5 hours. It also shows Blacks are spending time on TV much longer than other races and its tendency is seen remarkably from the age of 5 up to teen. Based on the fact, TV is obviously one of the most important parts of their daily lives (Burton, 2011).

Hence, as Verna M. Keith says in her chapter “A Colorstruck World” of the book Shades of difference: why skin color matters, whites do not really see shades of difference in black skin, but blacks make a lot of distinctions. The strong desire to have lighter skin for Black women is also to come from the influence from Media. Whites distinguish only between Black and White because they do not have to care about their skin tones. It is easier for them to have similar looks as white women characters in dramas comparing to Black women or other races like Asians. In fact, it is hard for me to have a look like Whites who have completely different looks including different phenotypic characteristics. We do not really have to try to look like them, yet many women think they have to do so to look like whites, beautiful women. The majority of women do still desire to have lighter skins like Whites, which is because of the images and beauty standards of “Whites are beautiful” constantly produced and taught by media on which we casually spend time in our daily lives.

Colorism in Latin America; Not about Race

If you are reading this blog about colorism and you already have prior knowledge on the subject, chances are that you don’t agree with the title of this piece. This may be because Latin America’s preference, or more specifically the preference in México and Brazil, to talk more freely about a person’s skin color as opposed to race may seem like a contradiction to you. Why? I suppose it is because many believe that skin color or other characteristics that we attach to race, in order to be able to identify and categorize people, are indicators of race. It is this idea that I believe is incorrect, which leads me to believe that when Mexicans or Brazilians talk about skin color they are not talking about race as an American might see it. In this context I believe that color talk in México and Brazil is not the equivalent of race talk in America.

My reasoning for questioning color talks being the same as race talks draws upon human history and humans themselves. Humans have always had a history of migration and settlement. This alone prevents us from applying skin color or other characteristics to a certain racial group. So, unless we believe that Whites with certain characteristics grew out of the ground in Europe, and Blacks in Africa and Browns in Latin America and they all remained stationary, then can one possibly make a correlation with race and physical characteristics. However this is not so, and when we hear Mexicans and Brazilians talking about skin colors so nonchalantly, we believe that they what they are really talking about is race.

So if Mexicans and Brazilians are not talking about race, then what are they talking about when they refer to skin color? I believe that when Mexicans and Brazilians refer to skin color, they are acknowledging the great diversity and mixture of physical characteristics that have been as a result of human migration. Not physical characteristics of race but characteristics of human diversity. In saying that color talk is not a talk about race does not mean that colorism is preferred or more desirable over race talks, or that it is immune to social and moral problems that race deals with. On the contrary, the problems that color ideology faces are similar to those that race ideology faces. But the problems are not similar because racism and colorism are the same thing; rather, the problems stem from the fact that we have been socially trained to see physical differences and categorize them under a racial stereotype, confusing color and race.

A second reason as to why racism and colorism share similar social problems is because both are the result of global inequality. This brings up the issues of colonization. Why were White European countries the ones able to colonize? It would be difficult to say that Europeans were able to be the colonizers simply because their skin was white or their race was a certain specific one. It goes beyond that, and the ‘why was Europe the colonizer’ question involves a multi-sided understanding to find the answer to. Possible reasons include the amount of wealth, resources or strength those countries had and as a result, once colonization was achieved, the aggressors implanted various forms of discrimination based on race and color. In this sense it is possible that racism or colorism didn’t create inequality but inequality created racism and colorism.

Structural Denial of Ethnic Diversity in Japan

Japan’s ethnic diversity is continuing to be denied at the expense of a more equal and inclusive society. Ironically, equality and inclusivity are both at the heart of mainstream Japan’s perceived identity. This could be described as “ethnicity blindness” and is best described by Professor Kondo (2013) who states that, “Japan is still the only developed industrialised democracy that does not have an anti-discrimination law” (para. 6). This can be seen as a result from the belief that racism and discrimination do not exist in Japan so, therefore, there is no need to have laws targeting such behavior. On the whole, however, ethnicity blindness is not the most accurate depiction of the situation regarding ethnic minorities in Japan. Instead, the inequality and exclusivity regarding the country’s ethnic diversity is what I would describe as being “ethnic denial”.

While Japan’s ethnic diversity is fully comprehended by the country’s ethnic minorities, amongst the Yamato majority, however, the belief in a monolithic and homogeneous national identity persists. This belief is structurally enforced which was highlighted by the country’s 2010 census which failed to provide a measure for ethnicity (Japan Times, 2010). Instead, only nationality was measured without the acknowledgment of the ethnic diversity that exists under the umbrella of Japanese citizenship. This structural denial of the ethnic diversity of minority groups includes the Ainu, Koreans, Ryukyuans, Chinese, naturalized citizens and children from mixed marriages. Ethnic minorities are ignored despite the fact that minority groups such as these make up around 10 percent of the local population in areas such as the Kinki region of central Western Japan (Sugimoto, 2010). This structural denial is one of the keystones in maintaining the myth of a national identity that is both monolithic and homogeneous.

Japan’s structural denial of ethnic diversity within the country in order to enforce the myth of a monolithic and homogeneous national identity is not only a domestic issue but is also of international consequence and concern. Japan uses its perceived ethnic and cultural purity to ignore its international obligations as a signature member of the United Nations Convention Relating to the Status of Refugees. Instead, Japan maintains a policy of neglecting asylum seekers and rejects the overwhelming majority of their claims (Dean & Nagashima, 2007). In fact, from 1981 to 2007 Japan only accepted 451 refugees (Sugimoto, 2010). Sadako Ogata, a Japanese national who served as the former High Commissioner of the United Nations High Commissioner for Refugees from 1991 – 2001 stated that one of the fundamental reasons for Japan’s exclusion of asylum seekers is due to, “prejudice and discrimination against foreigners which is based upon the mono-ethnic myth” (as cited in Dean & Nagashima, 2007, p. 497). It must be remembered that this mono-ethnic myth has no historical routes and was brought into popular consciousness after the Second World War.

Ethnic diversity in Japan needs to be acknowledged and accepted. Unlike the country’s last census in 2010, Japan’s next census in 2015 should strive to measure its ethnic diversity. In order to achieve this, such questions as, “Where were you born?”, “Where were your parents born?” and, “What national origin or ethnicity do you consider yourself to be?” should be included in the census. As a multicultural country, Australia recognises 275 different cultural and ethnic groups in its census (Australian Bureau of Statistics, 2011). For Japan, there is no excuse not to also measure the diversity that exists amongst its citizens.

The structural denial of ethnic diversity in Japan needs to end in order to contribute to a more equal and inclusive society for all its members. After all, in Japan there are over 100 different varieties of the chrysanthemum flower (kiku 菊) with a myriad of different colors, scents, sizes, textures, patterns and durations. Wouldn’t it be a shame if Japan only recognised a single variety of chrysanthemum and denied the existence of the rest?

Reconsidering Japan’s Denial of Dual Citizenship

An anonymous writer on the internet started her sentence with, “I am a Japanese mom and sold my son to France today.” The writer’s family has been living in France for 20 years, and she made her son acquire French citizenship so that he could  take state examination and receive state scholarship.

The writer said “people back home think we are no longer good patriots. But they cannot imagine how much we miss our home. The patriotism grows bigger when we live abroad.” Making a big choice, the mother wished Japan’s allowance of dual citizenship. She was scared that losing Japanese citizenship would have a negative effect on her son’s Japanese identity.

Having dual citizenship means that two countries recognize you as their citizen. Currently, Japan does not allow dual citizenship. Citizens of dual citizenship must choose one or the other before turning age 22. Japan is not an ethnically diverse country and Japanese government fears chaos the interferences of foreign human resources will bring. Allowance of dual citizenship will make many citizens to lose their patriotic heart toward Japan. Additionally, there are people who misuse and abuse dual citizenship to avoid certain laws or to request special admissions.

The reasons to not allow dual citizenship are reasonable. However, on the other side, global human resources and patriots will be lost due to inevitability of making a choice such as the case mentioned above. Japan in a need for further globalization could be helped by the globally raised children. As the Japanese child in France chose French citizenship, he will not come back to Japan and work for Japan; rather he will work for France. In these cases, Japan is not only losing a globalized future workforce, but also a citizen who could show nationalism. The possibility for this family to come back to Japan and live decreased, and there are many other families in the same situation.

Current Japan believes that there are more cons to pros in allowing dual citizenship. But is this true? Isn’t Japan losing other important things? Looking case by case, it is beneficial not only for the individual but for the nation to give some individuals dual citizenship. As the world is becoming smaller and a country can no longer stay as a pure nationalistic country, Shouldn’t Japan consider a way to benefit both the individual and the nation within the control of dual citizenship?

Colorism and affirmative action in Brazil

Reading Edward Telles’ work on the social consequences of skin color in Brazil made me think whether affirmative action is truly justified. The author mentions about difficulties in having affirmative action, especially where to draw the line between potential beneficiaries and dominant group members. Without clear rules for making racial distinction, some people who have not suffered from racial discrimination might benefit from affirmative action. This is more likely to happen in Brazil than the United States since the criteria of race is self-identified in Brazil rather than determined by appearance. In addition, it is very difficult to decide when to end affirmative action. Besides such problems that make affirmative action ineffective, I believe that affirmative action promotes racial discrimination. There are three reasons why I consider it would bring negative effects.

Firstly, affirmative action policy makes racial distinction even more obvious. By officially indicating who are black and who are white, people would tend to take the opportunity to distinguish one race from the other compared to before. People might even consider it right to treat other races differently because the government does so in the name of affirmative action.

Another reason is that affirmative action would make potential beneficiaries looked down upon. For example when someone sees a “negro” (‘black’ in Portuguese) in the university, people will think that they only got into the university through the policy, rather than hard work. This would lead to people looking down on other who are given opportunities. If there is an easier way to get into university for a certain race of people, some people may think those people of a certain race do not try to study hard to normally get into university as everyone else. As another case in Japan against burakumin, some people claim that buraku people should not complain about discrimination against them as long as they benefit from affirmative action. This way of thinking would be totally nonsense and it’s the totally opposite effect to the affirmative action is intended to make. Affirmative action has a possibility to produce new types of prejudice against beneficiaries.

Lastly, it cannot be sure when to finish affirmative action. Ideally, it would be the time when there is no discrimination against a certain race that benefits from affirmative action. However, it is hard to truly admit whether discrimination still exists or not. I personally think there is such time that everyone would agree to finish it.

In conclusion, affirmative action that benefits a certain group of people would not make the effects as it intended. It would promote discrimination by considering that there is official distinction between them. It would even lower the status of the beneficiaries by providing them an advantage, for example, for promotion or enrolling the university because some people may consider all the people of the group effortlessly have achieved it. It would never be fair enough since it is impossible to decide how long affirmative action should last. In addition to the reading that claimed difficulties in making fair affirmative action, I have mentioned three reasons above to claim that it should not exist to make an equal understanding of the race. I believe that a fair understanding against all the races cannot be achieved by affirmative action but by keeping being conscious that all the races are equal.

Multicultural Society and Multiculturalism in Europe

David Cameron criticized ‘state multiculturalism’ at a security conference in Munich, on February 5, 2011. In particular, he emphasized that it failed to promote a common identity based on certain values such as democracy, the rule of law and equal rights. Therefore, he claimed a stronger national identity was required to prevent violent extremism. Also, German Chancellor Angela Merkel and former president Nicolas Sarkozy of France identified with Mr. Cameron’s criticism of multiculturalism. Nowadays, Europe appears to be backing away from multiculturalism, particularly after the September 11 attacks.

With a growing influx of immigrants, multiculturalism was considered as a key to solve problems caused by policies based on assimilation and as a way to promote a harmonious relationship between host culture and immigrant culture. Many European countries conducted their immigration policy using multiculturalism as a way of new social integration. However, the trend of social ostracism against Islam and Muslim has developed connected to national security following a series of several terror attacks in 21C. Their culture and religion are not understood in a multiculturalist way, rather, people think they are at risk because of them. Also, some controversial issues have been brought up constantly since multiculturalism was introduced; whether young Arab women should be allowed to wear hijab in public school, how the honor killing or early marriage of some specific immigrant groups should be dealt with in host societies, and so on.

The question of how to integrate immigrants into a host country has always been a big issue. Neither assimilation nor multiculturalism provides a perfect answer. If assimilation is reinforced, isolation and dissatisfaction of immigrants who are not assimilated will become a social problem. European leaders who have declared multiculturalism will no longer support or focus on shared values and identities not their own cultural traits. However, it seems like they force such integration values from above. In this process, immigrants may experience frustration and exclusion from mainstream culture. On the other hand, if multiculturalism is too emphasized, people like Mr. Cameron think that it is divisive rather than unifying. Also, they argue that multiculturalism intrudes on the national identities of their countries. Therefore, it is important to harmonize the national policies of assimilation and multiculturalism.

What is the best way to integrate immigrants into host countries is the question for European society that needs to be sought constantly. The coexistence of cultures does not mean understanding each other’s culture unconditionally. Of course well-balanced immigration policy can promote coexistence, but social atmosphere that is respecting and compromising towards other cultures is also necessary. The beliefs of each culture should be respected as much as possible, and society needs to reach an agreement by communication and compromise whenever some parts are in conflicts with host culture.

Accepting immigrants in Japan

From Asian countries such as the Philippines, Korea, and China, many immigrants have come to Japan. After World War II, the Japanese government accepted many Nikkeijin (日系人), who have one Japanese parent or Japanese parents under the Immigration Control Act of 1952 and taking part in the convention of international immigration. Since the 1970s, in the bubble economy, there were four categories of immigrants, according to sociologist Hiroshi Komai. Firstly, many immigrants such as Filipinos, Koreans, Taiwanese and Thais have come for entertainment work and they can get an ‘entertainer’ visa. Secondly, refugees from Cambodia, Vietnam and Laos have come to Japan for the Convention Relating to the Status of Refugees between 1970s and 1980s. The third category consists of Japanese group who went to Manchuria during the World War II. The fourth category consists of businessmen in Europe and the US.

Japanese Immigration laws are more limited to European countries and the US because Japanese society has not accepted immigrants historically. After the crackdown of the bubble economy, the number of immigrants from Europe and the US dropped. However, globalization has been widespread today and immigrants have grown again while international companies come to open their brunches in Japan. The Japanese immigration system needs to be amended because we need to accept more immigrants than before.

In Japan, 24 percent of the population is over 65 years of age, and in 2055 this aged people is estimated as 40 percent of Japan’s total population. We will need more care workers and nurses. We already lack the number of care workers and nurses because these jobs are tough for long working time and heavy tasks. They have a low salary and they struggle to work as care workers and nurses. We need to foster more care workers and nurses and to give higher salary to them.

However, it is difficult for Japan government to use money for more public service because the government holds deficits financing for the pension. Therefore, Japanese government needs to invite more immigrants from Asian developing countries such as the Philippines and to foster immigrants to support our aging society. Especially, Filipino women can care well for elderly people because they have the culture to respect for elder people. Many Filipino women emigrates overseas such as in the US or the UK. They can speak English well and can adopt to an English-speaking environment.

In Japan, although Japan accepts many Filipino women with the skills of nurse or caregivers in the hospitals, Japan government mandates them to pass though each skill exam and Japanese proficiency exam. Because of it, many Filipino nurses or caregivers cannot pass through national qualifying exam and have to go back to their home country. However, they can study Japanese while communicating with patients after they can pass through their skill exam. I think that getting human resources is the urgent problem. The government needs to reconsider and deal with the aging society and the deficit finance for the pensions. Accepting immigrants is a good solution to aging society.
