The struggles of unstable life

I’m living a happy and stable life in Japan. My stable life is all thanks to my parents. I was born in a two-parent family and both of my parents work. My father has his own business and my mother teaches many children piano. They work hard for my family. Therefore, I have enough to live on and receive enough food every day. I can also attend Ritsumeikan University because my father has saved money for my college education since I was born. Owing to their stable wages, I can be free to study what I want. However, Japanese society has serious problems in that irregular employees struggle. Particularly, many single mothers are suffering from an unstable life now in Japan. In my future, if I am a single mother and work as an irregular worker and earn minimum wage, I will struggle with two things.

First, I will have trouble making a living. An irregular worker’s income is less than a regular worker’s. The minimum wage is a monthly income of approximately mere 100,000 yen in Japan even if you work hard full time. However, 80 percent of single mothers in their twenties earn less than 1,140,000 yen a year. The wage is far from sufficient to live with stability because single mothers have to cope alone with a child in a low-paid environment. They have the potential but they cannot afford the money living costs, such as rent and the cost of food. There were incidents in which children died because their single mother did not give the child enough food, because of her serious financial trouble. Moreover, the Japanese government raised the sales tax recently. This must makes worse the difficulties of making a living.

Second, I will struggle with the expenses of bringing up children. Even if my child wants to go high school or university, I will not able to pay school expenses because the entrance fee and tuition are too expensive. Therefore, my child needs to sacrifice the desire to go to university for economic reasons. Although there is a scholarship system, a single mother may feel stressed out and strapped because under the scholarship system, families have to pay back the money with interest. If I am a single mother, I must felt guilty about it because my economic reasons could wreck child’s dreams and future.

Actually, there are many people who are suffering at the minimum wage in Japan. However, the Japanese social security system is too weak. Japanese government should beef up social security and provide a basic level of subsistence through it.

I am talking about minimum wage in Japan. In Japan, the minimum wage is determined. However, this tackling is relieved with Abe’s government and the workers are difficult to work and live and it is easy to run companies for the administration. Namely, it is easy to live for the administration and it is difficult to live for the workers in Japanese society.

If I get minimum wage in the future, if I am living by myself, it might not have any problems. However, if it is a part time work, in my old age, it is uneasy because it do not have social security and an employee pension. And if I get married to somebody and I become parent in the future, it is hard to support my family. In other thing, Japanese society will become the age of a declining birthrate and aging population more and more in the future. Households what the son support the son’s parents will increase. If I support my parents, it will be hard to manage to make a living more and more.

To think this problem about if I get minimum wage, first in Kyoto, the minimum wage is about 773 yen. In this wage, for instance, I work five days for a week and work for eight hours for a day. And its simple total is 6,184 yen for a day. For a week, its total is 30,920 yen. For a month, its total is 154,600 yen. However, this is simple total. If I am a part time worker, it is very difficult to work every day and to get 154,600 yen for a month because a non-regular employee is not stable, for instance even if the non-regular employee is taken on, it is rather difficult to get work and to get money.

Now, to think this, for example, I live in Kyoto in minimum wage. First, the most important thing is the place of live what is house. The market of house rent is about 40,000 yen. To deduct house rent from revenue, it is about 114,600 yen. Others one, most important thing is food. For a month, it is thought it is about 45,000 yen. This is 500 yen each a one meal and 1500 for a day. And the power, gas and water rate is collectively about 7000 yen. Therefore, what is left is 62,600 yen. At first sight, it has a surplus. However, it is extremely hard and it is as I say above so this life will be very harsh.

Who needs a husband?

Work is more loyal than a husband, I think. My ibasho will be my work in the future, as well as my ibasho is my university now. The reason is simple, because if I am not a student or a worker in Japan, I cannot continue living in Japan. Moreover, I can feel that I am valuable when I get a good grade in test or I am needed by my friends, such as having a party after school or going for a trip together. In fact, when I was a student in language school, I was living like a hikikomori (Allison, 2013). I felt pressure from teachers that they want me to go to a good university. On the other hand, I did not have good friends and could not have communication with Japanese. I preferred staying in the dormitory, but I felt so lonely and meaningless at that time. Due to that, being a university student really made me comfortable and my life meaningful. Therefore, my ibasho will be my work which will give me the same value, I hope.

However, if I work in Japan, my work will betray me if I do not have a husband. 10 years later, I will be 30 years old. According to Heikinchokonneirei (n,d.), it is known that 40 years ago in Japan, I should have married by the age of 24 years. However, will it be the best time for me, a 30 years old woman 10 years later, to get married, or it will be later?

What’s more, I have watched a Japanese drama that the main character, a 30 years old Cabin Attendant who was working in a big airline company, was fired at her best period in her career because the company would pay more money to new, young employees. It means that although the situation of women employees is becoming better, women and foreigners like me are the most precarious people in Japan, as Allison (2013) notes. Due to this, even if I want to continue working, from the view of company, they may get more benefits from hiring an unskilled, low-paid youth than me, who is high-paid and skilled. Also, unmarried is looked as irresponsible to the society. Therefore, for women working in Japan, it is hard for them to say “Who needs a husband”, because the society, where the shoshika (low birth rate) is advancing, need women to have husbands!

My other ibasho is my home with my parents, so I hope to have a job which can make me come and go from China to Japan. My parents have no wish to live in Japan, but I should take care of them after they retire. Due to this, I am not sure where should I live after I retire. Therefore, if I work for a Japanese company and pay pension contributions to Japanese government every month in the future, but I finally decide to go back to China, I cannot take back all insurance money I have paid, and also I cannot enjoy the Japanese welfare system. At the same time, the Chinese government will not provide me social security because I have not paid for the Chinese pension system, so how can I feed myself after I retire?

The situation will be better if I can take the right of permanent residence, while it is not very easy. However, a quick and easy way is to marry a Japanese man, which is also recommend by my parents. Therefore, is it good for foreigners to have a Japanese spouse? From Appendix A, it is known that the foreign wives are twice as common as husbands. I believe that most of them are married by love, but some Chinese wives I have known cannot speak Japanese well and seldom have Japanese friends. Caring for the children and their house are the only things they need to do.

In conclusion, it will continue to be hard for women in Japan to be independent from the social or familial role, as Allison (2013, p.22) notes. On the other hand, the pressure of managing both work and family became larger. Women are encouraged to work hard but precariously, and at the same time, they are blamed for not marrying.

I think it is very important for women to marry and have a family, but it should not be done for  the society or family. I means that we relay on our family for spirit,but not for pressure from parents, companies, and the society. Therefore, the government should provide an environment for women to make better choices for themselves and by themselves.

Ibasho as a lifeline to maintain our lives

In this blog post, I would like to write about what I felt and thought through reading Allison’s book, and show what I hope for my future.

In Japanese society, we have a lot of inequality. Employment conditions are different between men and women. Different names are given to workers depending on their situation; sarari-man, furi-ta, NEETkasha ningen, and so on. The working style has changed from life-long jobs and a family-based model to a more flexible and unstable model. Because of fast-aging Japanese society, younger generations are not sure how much welfare pension insurance they will be able to receive.

Despite the fact that we are flowing in a precarious and unequal age, one thing which is equally given to everyone is “time”. Whether you are rich or poor, you have 24 hours each day. However, as I go on reading, I thought even “time” is eaten by someone in this society. For example, company men (kaisha ningen), who work too much and devote their personal time like evening, weekends, and leisure time to their company, seem to live their time less. In addition, according to Asahi newspaper (2014, April 28), Japanese female high school students spend 6.4 hours on average using a smart phone each day (this number is three times as much as that of seven years ago). They are facing its small screen for one-fourth of a day. I feel it is becoming true what happened in “Momo,” written by Michael Ende; the grey gentlemen steals the time of humans.

When I think about myself, I can say that I am living my time. I am studying what I want to, and I have friends and family, whom I feel comfortable being with. Therefore, I feel it can be said that having your time is often related to being at ibasho. Abe (2011) says that ibasho is a lifeline (inochi-zuna) to maintain people’s lives, and people who you trust in are there. When you imagine your ibasho, you should come up with several places or spaces. You may imagine your family, school, working place, your room or favorite café. Abe (2011) indicates this shows that you have various kinds of “you”, and “you” differ depending on ibasho. He also says that you are consisted of multifaceted “you” and supported by ibasho, maintaining your life in relationship with other people.

In conclusion, I want to make person-to-person relationships with people I have met and I will meet, and cherish my ibasho as a space I can be myself. Though precarious facts are shown in Allison’s book and some of them may happen to me,

ibasho would be my lifeline to survive this age.

Finding my ibasho at work, without becoming a kaisha-ningen

My future plan is to become a hotel employee after graduating from Ritsumeikan. To realize my future plan, I am working at a hotel as a part- time job. When I refer to my future plan, many people say that job in hotel is beautiful and sophisticated, but it is not. I know that it is not so beautiful and rather unsophisticated. Because, even though I work part–time, I feel  the precariousness that Anne Allison describes in her book. However, I only work at the hotel, so I can’t refer to other jobs.

For example, I felt that some male employee, especially those who became a manager or a chief of the department, are divorced. There are a lot of reasons, but I felt that some got divorced because they were kaisha-ningen (company person). The harder they work, the further the distance from the family becomes.

In addition, the system of the job in hotel depends too much on the non-regular employees, as part-time workers or dispatch workers. The reason why I feel so is that there are a lot of affairs which can’t be dealt by the regular workers. In Allison’s book, furita are referred as a symbol of the non-regular employee and precariousness.

However, I realize that I am in an ibasho by belonging to the organization, a hotel, as Allison wrote, even though I am a part–time worker. I work as often as regular workers, so regular workers or managers frequently say that I am a big help to their affairs. They approved, so I felt that I am in ibasho and my ibasho is the hotel. The feeling or impression of approval brings the feeling of ibasho.

Therefore, the wages are not so high, and the affairs are not so easy or light, but many non-regular workers work at the hotel because they can feel ibasho.

Moreover, I guess that workers who divorced have become kaisha-ningen because they can feel that they are in ibasho—where they are approved by the company.

Finally, I think that the situation doesn’t change in the future, and the feeling of ibasho relies on belonging to the organization, group and company. Then also it rely on the approval by others. However, in ibasho, I’m not content with the environment, and don’t want to bury my personality. Therefore, I have a plan after becoming a hotel employee—becoming a sommelier.

My academic interest in the IR field is peace and conflict studies, post- conflict peace-building, and the Middle East. One of my future dreams is to give peace education and human resource development for children in conflict areas by offering some artwork and developing it into critical thinking. In order to do so, I need to improve my own knowledge and skills. Therefore, I am planning to study abroad at the post-graduate school of London University, SOAS, after graduating from Ritsumeikan University. I have not decided yet whether to take a framework-making approach such as working for an international organization, or a grassroots approach, such as local staff of a NGO. However, in either way, certain period of work experience in companies is likely to be required, therefore I would once get a job in a company to have some social experience.

I think one phenomenon that Anne Alison pointed out in her book Precarious Japan, women’s social advancement in the workforce, might affect my plan at this stage. According to the statistics of the Japanese Ministry of Health, Labour and Welfare, 34.2 percent of Japanese women (one in three single women) aged 15-39 wishes to be a housewife. Similarly, survey conducted by the cabinet office shows that 51 percent of Japanese people answered that it is ideal for men to work outside as a breadwinner and women to be a housewife. This number increased by 20 points, compared to the number of the survey in 2009, among the age of 20 to 30 years old.

This tendency is due to the despairing situation for female workers to develop a career steadily in their jobs, and the recent economic stagnation. According to Anne Alison (2013), irregular workers are those who are the most precarious in Japanese society because they have minimal rights and protection, and can easily get fired. Women make up 70 percent of irregular workers, and have the worst status by experiencing the worst gendered disparity of all industrialized countries.

Although Japanese society is becoming a result-based employment, women suffer from likewise disadvantage of employment even in regular employment and full-time work. It is based on underlying sexually biased premise that men are the breadwinner and women stay home as a housewife (Alison, 2013). They only earn about 67 percent of men’s salary and around 80 percent of working women makes less than 3,000,000 yen a year. Also, 44 percent of working women receive less than the minimum wage of the year and the number of women staying in professional jobs is remarkably low. The percentage of women having managerial posts is considerably low as well. Moreover, 80 percent of women workers retire after giving birth to her first child (Allison, 2013).

In conclusion, when I look at this current situation, I guess it may be very hard for me to get a highly paid secure job and advance my career in a company, especially when I am planning to ultimately move out and change my job to work in international cooperation. Therefore I have anxiety about whether  I could successfully become economically independent from my parents and pursue my dreams at the same time. In other words, I have to work very hard not become a parasite single.

Establishing economic and human relationships

There are two aspects when I consider my future plan: one is about job and economic situation, and the other is about family and human relationship. Firstly I will focus on my work plan, and secondly I will explain my family plan.

I am thinking of becoming a journalist as a full-time worker, which means I have to do job hunting. However finding a job is becoming more difficult these days because of the deep depression and irregular employment problem. Therefore, I am considering two ways to realize my dream. One way is to do job hunting while I am a university student, and the other way is to go to a graduate school, study more about journalism and do job hunting. I have already decided which company I would like to work for as a regular employee, so I do not really care the process to get in the company. Actually, the Japanese present economic situation has affected my decide of a company. These days, it is usual for women to get job and work even after they get married and give birth, so I will work as long as possible.

My second topic is about my family plan in the future. Since I am going to take care of my parents when they get old, I have to live with my parents or live close to my parent’s house. This decision may make it difficult for me to find a partner, but I want to get married with a person who has a regular job and have my first baby before I am thirty, when I have enough energy to take care of the baby. I will share the housework with my husband, as both of us will continue to work. I may have to go back to work in one year or so after giving birth, but I will try to make time to spend with family. It is said that the connection between family is becoming weaker and actually the similar thing is happening to my family now, so I want to keep the family relationship good and strong. I want to make home as each family member ibasho, the place which everyone want to come back and feel comfortable. No matter how difficult it is to keep balance of work and housework, I will try hard to live a happy life.

Avoiding becoming a Christmas cake

In the future, living in Japanese society may become much more severe. As Allison mentioned in her book, Japan has a lot of issues that have huge effects on our future.

First of all, Allison argued that Japanese became muen shakai (relation less society). I have some anxiety for this muen shakai situation. There is possibility that I will suffer a solitary death. I also have suspicions about Japan’s society.

First, I do not want to get married if I am over 25 years old. If I would be a “Christmas cake,” I would abandon some hope for marriage. In my opinion, I cannot be a mother if I am over 25 years old because it is difficult to raise children.

There are two main reasons. The age of 25 years and over is the important age to stabilize the position in the company that the time to be entrusted with important tasks. I do not want to miss this chance. Moreover, if I get married after the age of 25, I will give birth after the age of 26. This means I would have to take a maternity leave after 26, and that I would go back to company after 27 or over. However, taking maternity leave is difficult sometimes. This is the second reason. If I married someone over 25 years old, I would not have a chance to have children. I cannot believe this system.

In addition, it is unfair that the men should work and earn money while women should protect the family. Allison indicates that Japanese people tend to make this style of family. Women should be housewives and men should work and earn money. On the other hand, I want to continue working all through my life, even if the company tries to cut me because I am a woman.

I would like to get a job that has relationship with the Japanese social insurance system. I think Japan faces ikizurasa (difficulty of living) now, so I am happy if I could relieve this feeling. I believe that social insurance system can change Japan. Japanese society does not have a good system to support people in need. This situation directly connects ikizurasa.

That is why I want to get a job that can be changing the severe situation of Japan. Many people feel ikizurasa. I do not want to be a housewife but at the same time I would like to cherish human relationships to prevent falling into a muen shakai situation. I think my ibasho will be my local town, friends and work.

Although Japanese society may getting more worse in the future, I want to fight against an unfair society and rebuild a new system. At the same time I try to value opportunities for communication.

Balancing my goals with reality and hard choices

After I graduate from the university, I’d like to study at national university to get a master’s degree. (I don’t know what category I choose.) It’s still up in the air as of now.

What is indispensable for going on to a school and then continue to study is money. I watched a TV program named “part-time jobs are threatening student’s lives”. Students have no choice but to work to make money for their everyday life, because the money that their parents send is decreasing year by year. According to Allison (2013), “one-third of all workers today are only irregularly employed. Holding jobs that are part-time, temporary, or contact labor, irregular workers lack job security, benefits, or decent wages.” I’ve felt that Japanese lifelong employment has collapsed, as she states. That also makes students poor. I imagine I may contribute to my support like students who the program has taken up. According to “Education at a Glance 2013 OECD Indicators”, “public expenditure on education in Japan ranks in most lowest among the member state.”

After studying at a graduate school, I’d like to get a job at an NGO in order to accumulate experiences of supporting people in hard situation. Later some years, working as a member of international institutions is my final goal.

In the case, it takes much time to hunt job at these institutions than others for way of severe employment. That means I have to work to earn my living until getting the job. Though, I doubt whether I find a sustainable job. Allison says (2013) “one-half of all young workers are ‘working poor'”. I might slide into this one.

Ideally speaking, before I turn thirty years old, I hope that I will be hired. Though there’s no guarantee. While I’m striving for the goal, my parents and grandparents could come down with a disease or divorce. In a worst-case scenario, somebody might die alone. As Allison states (2013) “All alone people die, which happens everywhere in Japan”, which is no longer other people concerns.

Taking account of these facts, I expect that I will hesitate to make a choice of working abroad or in Japan. Roughly speaking, serving at an NGO or an international institution in Japan could be possible. So that I can imagine that I will be working in Japan by any chance. It occurred to me that to start work as soon as I graduate from school. This idea might make my parents feel relieved, even though it also means giving up my goal.

From my expectation, I wouldn’t get married. I won’t want to part with my career that I will have built up. In Japanese society, women’s marriage means retiring from their work conventionally. But for family such as husband and child, probably no one knows of my death.

Thus to avoid dying alone, I hope that I will keep in touch with my friends and cousins, familiar people from now on. When think of ibasho, I consider a comfortable space where people who accept without reserve as ibasho. For me, ibasho is the place where my familiar people are.

The other day, I heard that the elementary school which my father went to may be closed within a few years due to a decrease of children. This typical reality shows example of shoushikoureika (Japan’s declining population). In the future, it will be going on more and more. I predict this phenomenon affects my future in form of maintaining living standard.

Gender equality and my ibasho

I am going to state my future plans from two points of view and my ibasho.

First, I will mention my future plans from two points of view, marriage and work. I don’t only want to get married and have children, but also I want to work hard. After graduation, I will take a civil service examination, pass the examination and be a diplomat. By the time I turn 28, I will work with all my heart. When I am 28 years old, I will get married. These are my dreams. However, if I try to do so, I will face some difficulties. In fact, it is said that Japan doesn’t have good work environments for women. In this paper, Anne Allison says:

even during the boom period of the bubble economy, women were overly representative in the peripheral workforce as part-time workers (which they remain today with 70% of female workers employed in irregular jobs and with 80% of temp workers being female).

If this circumstance isn’t improved, the future of working woman will not be bright. In other words, it is not easy for me to achieve my dreams. Now, I think about the future of Japanese working environments. I expect that more working women will be able to live a full life by working sufficiently. Sylvia Ann Hewlett says:

As the looming demographic crisis threatens to reshape the economy as drastically as any natural disaster, better using its educated women would be an innovation that, according to a 2010 Goldman Sashs study, would add 8.2 million brains to the workforce and boost the economy by 15%. Japanese women are poised to make this happen and looking to employers to lead the charge.

I agree with this idea. I think it is inefficient that a well-qualified woman is passed over for a plum assignment. Therefore, I think that Japan should make more chances for working woman.

Second, I will state my ibasho. I think that ibasho is a little different from place. Ibasho is something we can rely on. In other words, ibasho is not so much physical place as mental place. My ibasho is the time to spend with my important people such as my family and friends. Therefore, in my future, it will be irreplaceable to have a time with my new family. To make my dreams come true, I will never divorce. I will clear a path for my own future.
