Affective Labor: Maid Cafes and Social Change

Now in Japan, there are many people performing affective labor, such as caregivers, flight attendants, and so on. It is the labor that it does not need only physical labor and brainwork, but also emotional control. Anne Allison argued about global affective labor in the fourth chapter of Precarious Japan. Japan actively accepts the migration of Filipina and Indonesian caregivers. However, Allison pointed out problems that they are not allowed to enter “Japanese” homes, must pass a rigorous exam, and wages for care work remain low as well.

Working in a maid cafe is also a form of affective labor. The customers do not come there because of the food. According to Allison, they look for shokuraku kukan, which is homey and relaxed space of eating. It is essentially expressed a place where the family gets together, however, after the burst of the bubble, the form of Japanese family radically changed. Because the number of two-paycheck families increased, and it became difficult for the family to eat dinner together, the number of children who must eat dinner alone increased. Then, at the maid café, the customers of maid cafe enjoy eating food and communication with pretty maids, and their performance. Besides maid café, kyabakura (hostess bar) and idol and so on are also affective labor. Customers pay for communicating with the workers.

This is related to people thinking that real relationships are mendō (troublesome).

Now in Japan, people tend to get married late or not to get married in life. Allison said this is because young people think marriage is mendokusai. In addition, I think many Japanese people sometimes feel relationships with others are a bother, for example, when they worry about others too much. I think it is relaxed and comfortable for them to communicate with people such as a hostess. Those who are usually lonely also want to the relationship at the kind of shop.

Allison said “it is breakdown or liquidization of relationship between human time and capitalist value at the level of the (re)productive family home that marks the form of precarity and unease experienced in post –postwar Japan.” I agree with her analysis. It seems that modern Japanese society based on capitalism does not necessarily meet the modern family. The social progress of women is being developed, but social system for supporting it is inadequate. This brings collapse of family, and lack of relationship, and the demand for affective labor will increase.

Anne Allison mentioned “global affective labor” in her book. Affective labor need not only physical strength but also restrain on emotion and tension on their work. Thus they always smile and pay attention to customers. Japan has affective labor such as a waiter, a flight attendant, hostess and maikosan. Especially, maikosan is unique to Japanese culture. They play Japanese instruments and perform traditional dances. In addition, a person who has never been to Japanese restaurants in which maikosa work cannot get services by maikosan because of ichigen san no kotowari (maikosan rejects people who do not connect with other customers). Thus maikosan tend to have “good” relationships with their customers.

On the other hand, a hostess is different from maikosan. They drink with customers, especially, most of them are office workers and hear their talking. Some customers talk proudly about themselves and complain about their jobs or families. Thus hostesses have to praise and pay compliments to them. There are two reasons why people want to go to clubs in which hostess provides drinks and chat with their customers.

The first reason is that people do not have “real” relationships. They are under stress, feel lonely and worry about their ibasho. After the Second World War, people worked hard and they could have time to spend with their families and friends. They could not consult with their parents about their worries. In addition, it was more difficult for them to keep company with their coworkers than with their families because fellow workers were just people who work with them in same offices. Thus they cannot find their ibasho in their lives any more.

However they think that they want to have someone hear their troubles. If they cannot consult their troubles with their families or friends, they will come to seek people who can advise to them, even if the people are stranger for them. They go to hostess clubs and confide their feelings. A hostess always hears their worries. Moreover, a hostess always praises her customers thus they can feel better.

The second reason is that customers do not need to worry about relationships with hostesses. People do not have opportunities to meet hostesses unless they visit hostess clubs. Thus if they have a quarrel with a hostess, they do not mind about it because they are outsiders in each other’s lives. It connects with mendoukusai. In modern Japan, they consider relationships as troublesome things because it is hard for them to keep and continue on good conditions.

In conclusion, if muenshakai is worse, people need to depend on stranger to solve their problems in Japan in the future. Thus people should have strong relationships even if they have only one. Japanese people have to own the same image of Japanese future which people have closer relationships and Japan will become stable.

Solving social problems in Japan

Today’s Japan has many social problems, for example poverty, unemployment, suicide, and so on. Especially unemployment is very serious and important problem. A movie, Tokyo Sonata, described the collapse of a family in Tokyo. They usually live a peaceful life every day until the father, Ryuhei, is fired by his company. In Japan, if we are not a regular employee once, it is said to be very difficult that we again get a job which is equal to our previous job. So if we want to get another job, we have to have patience with the severe labor condition—low salary, insufficient social security, unstable employment and so on.

The condition of family finances has a direct connection with children’s education. In wealthy families, the parents can let their children go a private school and go accomplishments. In the movie, Ryuhei’s second son wants to go to piano school but Ryuhei cannot allow him to do so because of his lost job. Allison says in her book that parents who are rich let go their children to a cram school and they enable their children to acquire a good school background. In Japanese society, when a person enters a company, their school background is a factor to judge their ability. Some parents believe that the better their children’s academic background, the easier they enter a famous company, get a high salary, and secure stable employment. Children in such environments can start the school competition to get better employment environment and win the competition.

It is clear that irregular employment contains some bad factors—low salary, unstable employment. However regular employment has problems too. Indeed, regular employment is more stable compared to irregular employment. But in return for the stableness, regular employment is needed a certain extent responsibility in the work. In other words, regular employment has to be needed a lot of work. For instance, a Japanese man, he is an office worker, worked hard every day till late at night. It was not long before he led to his bad mental condition. It is said this condition depression. In case of suffering from the illness, there is possibility that a patient may have to take a rest or resign his office. If the patient lapsed such situation, it is difficult to return to his office again. Things which the worst possible is karoushi (death from overwork).

Tokyo Sonata described the weak relations in families through Japanese social problems. Also, Alison argued that the weakness of human relations in Japan gave rise to muenshakai. I think the two things have common factors, in short, human relations. So, I consider that the change of it is a clue to improve Japanese society.

The connection between Tokyo Sonata and precarious Japan

Tokyo Sonata is a movie which shows a breakdown and a bit of hope in an ordinary family in Japan. There are a lot of messages of this movie, but I’d like to analyze it focusing on “ibasho” and “jiko sekinin” of the ideas in Anne Allison’s book, Precarious Japan.

Allison writes “If only we have hope and respect, we can live. But without a secure means of existence, many today have no place or sense of home at all [ibasho].” In this movie, each member of the family looks for their own “ibasho”. For example, Ryuhei (the father and husband) lost his job, but it was the only ibasho for him. Then, he starts to pursue his new ibasho. The other members of the family also search for it. However, Allison has doubts about Japanese’s having problems of “ibasho”. She says as follows, “instead of finding shelter for their dream making, many feel exiled but not to anywhere else as much as to nowhere at all?” It does not necessarily mean that all Japanese don’t have their house. However, if it is a form-only house, it doesn’t occupy their mind. In fact, the family of the movie has a house, but it is just the house for them. It was not ibasho.

The older son loses “kibo” (hope) because he cannot find a good job and believes that he will never be acknowledged by society in Japan. The son got tired of the structure of Japanese society, kakusa shakai. Therefore, he decides to be a soldier in America for finding a new ibasho and for his family. Ryuhei was strongly against what he tried to do. However, the son went to America with “jiko sekinin” (self-responsibility). According to Allison, “Couched in a rhetoric of ‘quality of life’ and ‘living independently,’ this turn to individual responsibility (jiko sekinin) and return to family or household is the signature of government attempts to privatize care and cut back on state spending.” Even if the son dies in America, the government of Japan wouldn’t do anything, because it is his (the son’s) jiko sekinin. In fact, Megumi tried to confirm her son’s safety, but she couldn’t do even that. If I were in the son’s shoes, I would probably think that whatever the outcome, it is better to go to America than live in disgrace in Japan.

I was surprised at the close connection between the movie and what Allison’s book says, because it is a Japanese who made the movie, and it is a foreigner who wrote the book. Japan has been thought as a rich country by people in other countries. However, a lot of Japanese feel that they are not happy now, and the perspective of the future of Japan may start changing. I want Japan to be the society that all of the people can have hope, and I expect the hopeful story will be made next.

Tokyo Sonata: a look into precarious Japan

Tokyo Sonata” is a film which describes a breakdown and a faint ray of hope in a family. The outline of the story is this: In Tokyo, the Sasaki family lives in a town. Ryuhei, the father of the family, is fired, but he can’t tell his family the fact. His two sons also have their own secret. In addition, one day, his wife Megumi is drawn into involvement in a robbery. In these situations, however, little by little, they begin to find a faint ray of hope while all the family has each their own feeling. In this movie, some parts of recent precarious Japan which Allison states such as jikosekinin is depicted. I will states the review in terms of jikosekinin, kodoku, and mendōkusai which are the issues that Allison states.

First of all, I’m going to state my analysis of the movie in terms of “jikosekinin”. In the beginning of the movie, father, Ryuhei, is fired because the company decided to employ Chinese workers who work for a smaller salary than Japanese. In the scene, after the company tells that he isn’t needed in the company, his superior says, “What can you do for this company? Do the rest by yourself.” I think the line is one of the best examples of idea of “jikosekinin”. As the movie shows us a negative side of “jikosekinin” in Japan, I think they easily abandon people who is not useful by using the word “jikosekinin” because especially, Japanese company place great importance on their benefits. Government also imports on their policies such as “privatizing more and more of (what once were) government services under the banner of “individual responsibility (jikosekinin),” as Allison (2013, p52) states.

Second, I will state my analysis of the movie in terms of “kodoku” and “mendōkusai”. There is a scene which Kenji who is a younger brother talks with his piano teacher. He learns the piano without saying it to his family. One day, he happen to learn that the teacher decided to divorce. Then, he says to her, “I understand you. There is more time I want to be alone than that with someone. I have to be worried about hurting someone when I’m with someone.” In this scene, I think people who choose “kodoku” to live in easier human relationships without “mendōkusai ningenkankei” is described. According to Anne Allison (2013, p100), “young people say marriage is mendōkusai [a nuisance]; they’d rather protect their money and time for themselves.” There is a link between the scene of the movie and the passage in Allison’s book. I think that both of them refer to that there are many people who want to be alone to run away from “mendōkusai ningenkankei” in Japan.

Japanese issues in “Tokyo Sonata”

In class, we watched the film “Tokyo Sonata.” This movie showed issues in Japan. A man was fired and he looks for work but he cannot find it. In his family, he tried to hide that he was fired. And his family became hopeless and worse than ever before. Then his family members broke up and relationship of that became weak. He frantically tries to bring his family together. However, his family still broke up.

I think this movie shows the modern Japanese society faithfully. The minority which is no job people and fired people are despised by the majority. A certain people were driven to suicide. And then I think this movie displayed not only unemployment but also all problems in Japan.

In Anne Allison’s book, Precarious Japan, an important issue in Japan, especially the breakdown of family is described and it is connected with this movie. Allison interviewed the Marxist sociologist Adachi Mariko. She argued about this problem appropriately. She said that the Japanese stereotype that is male work outside female stay at home as housewife has broken down. Therefore the male as breadwinner broke down. And the man’s family corporate system has ended little by little.

Allison said that the family corporate system linked a particular structure of work to one of family and home. However, this system have changed. In this movie “Tokyo Sonata,” the man behaves as a breadwinner male and worries about himself authority in family. But he was found out to be unemployed and work as a non-regular employee. Allison wrote about hope for the breakdown of family. In this book, it was about Tamura Hiroshi, who is a Japanese talent now. In his middle school student time, his family broke down. In his family, his mother died two years ago and his father brought up his two children. However, he could not work and he abandoned his two children. In the movie, father could not work and looks like to break down his family.

Now, the break down of family could connect with a case. In these days, a certain man divorced and broke down his family. And he was not able to bring up his son and to kill him. Like this, like “Tokyo Sonata,” this breakdown of family may connect with a crime and disintegration of relatives.

How do US stereotypes of Asian girls affect students’ school performance?

According to Pyke and Johnson (2003), Asian American girls feel that they behave differently, depending on if they are with Asian Americans or with non-Asian Americans. It is because white society has created stereotypes of Asian Americans connoting that whites are more egalitarian than Asians, and has expected Asian Americans to act in a certain way, which affects how Asian Americans think about themselves. Therefore, they feel the necessity to differentiate their behavior, depending on if they are with Asian Americans or they are with non-Asian Americans. Because of the stereotypes, they feel like they are expected to act that way by both Asian Americans and by non-Asian Americans. At the same time, Asian American girls think that Asian femininities are inferior to white femininities. Therefore, some Asian American girls distance themselves from other Asians by following not Asian femininities but white femininities.

According to what I can interpret from the article, there are at least three possible ways of Asian girls’ performance in the classroom:

  • first, being active in the classes because they do not want to be categorized as stereotypical Asian girls;
  • second, being quiet because they feel the pressure to follow the stereotypes of Asians as passive, shy, and quiet;
  • finally, being quiet because they know that a professor would not have them talk in front of the class, by being told by the professor that it is okay if they does not want to talk in front of the class, so they take advantage of it.

However, the authors did not summarize what makes the female Asian students make decisions for their performance in detail. The differences in their performance in the classroom leads to diverse levels of educational achievement as well. In the first pattern, they speaks their minds because they do not want to be labeled as typical Asian girls, which in itself shows that they are not submissive people, in contrast to the stereotypes of Asian girls. This kind of person could do well at school.

In the second pattern, they feel the expectations of being quiet in the classroom by both Asian Americans and by non- Asian Americans, and they are afraid of others’ reactions against them being active in the class, therefore they comply with the expectations. This kind of student might not do well at school.

In the third pattern, they are vocal people but they act as if they were quiet people in order to make use of the opportunity of not having to talk in front of the class. This kind of student could do poorly if they do not start being active in the class. In all these three patterns, they act the way they do since the action leads them to a profitable or at least harmless outcome.

Moreover, in this article, teachers’ stereotypes of Asian Americans such as being passive, shy, and quiet could contradict with their more common stereotypes of Asian American students being “model minorities“; however, the authors did not explain it. Therefore, I analyzed it by myself. Since the targeted Asian American students are second-generation, they are to some extent assimilated into American society, where Asian students think being typical passive Asian is a negative thing when they interact with non-Asian Americans. Therefore, those female Asian students who live up to the standards to be “model minorities” might have intentionally disobeyed the expectations to be stereotypical passive Asian girls differentiating themselves from other Asians in order to be successful in the U.S. society, where white society implies that following white people’s norms is the only way to become successful in the U.S.

Finally, the authors also mentioned as an example of Asian girls feeling that they do not fit the stereotypes of Asian girls “some claimed that because they are assertive or career oriented, they are not really Asian”, yet I think being career-oriented fits the stereotypes of Asian American girls, considering the fact that it it is well known that Asian parents constantly encourage their kids to do well at school and to obtain a good occupation as they did in their country of origin; thus there must be a stereotype of Asian American girls as career-oriented, which the authors did not point out, either.

Double-talk of the policy: will 200,000 immigrants be superstars for Japanese working women?

In the 1980s, as Hobi neighborhood in Aichi prefecture and Icho neighborhood in Yokohama started to accept factory workers from China and Brazil and other countries, Japan pretty much seems to be getting there – opening up the closed door to the immigrating employees and becoming one of the multicultural nations. Certainly, 30 years after the good observation of such areas of immigrants, Abe is aware of the resistance to immigrants.

“Whether to accept (more) immigrants or not is an issue relevant to the future of our country and the overall life of the people. I understand that (the government) should study it from various angles after undergoing national-level discussions,” (Abe, according to Kawai 2014)

What Japan’s Prime Minister suggested the Lower House Budget Committee has created debates among Japanese citizens to reconsider what Japan is and will be like. Could this be finally a chance for a socially homogenized nation to learn the impact of multicultural immigrants?

Well, if you look at the reality of Japanese society, people can tell that acceptance of immigrants can do very little, if any, to help Japan’s current social issues such as declining birthrate (1.35 this year) and working populations, and a higher welfare burden for the younger generation. I personally believe that merely accepting immigrants who look for any form of employment will end up more expensive than what nation can benefit from the labor work immigrants provide. “Accepting domestic helpers and babysitters” should be discussed after developing solid system to support current working parents.

For example in the area of medical professionals and construction workers, where the declining number of workers is severe, it is not the occupations that are essentially hard, but it is rather there is not enough social welfare to support overworking people covering up for the lack of population. Without a development in social structure, immigrants may end up being thrown into the society without language skill, or no professional occupation after being a factory worker or a babysitter. Even when immigrants get jobs in the name of training, there is currently no support after they are done with the term, no JSL is provided for them. Therefore, this can easily lead them to unlawful employment and illegal stay afterwards. Whether government targets immigrants who are highly-skilled professionals or low-educated factory laborers, what both need is the same welfare, place to live, language lessons and support for their own family. If they want more professionals from abroad to move into Japan, they are inevitably asked to attract them by leveling up the current treatment that separate foreigners from original citizens in terms of employment, education and welfare.

Regarding the acceptance of babysitters and domestic helpers, I think the politicians lack analysis of the Japanese family structure and tendency in putting pressure on women to take care of domestic chores. Having the national policy to internalize the daycare of elderly and house work, and the Japanese nuclear house, all of which are essentially run by women, made women responsible for all family matters and did not allow many wives to go out to work full-time. From this history of family-based nursing and education system, women not only suffer from the physical fatigue, but also the social pressure on them to be the good glue of a well-balanced family. Currently, women who work after getting married and giving birth are increasing, but policies hardly catch up to support them (which is strange, working women is never a new idea before and during WWII, thus society without doubt forced women to stay at home), and now the solution for this is all brought by immigrants nannies and domestic helpers, not a new feminist policy.

Thus, solution to the lack of working population and declining birthrate is not as simple as counting immigrants in. What Japan essentially needs is to face the fact that a better policy to support parent to raise children in Japan, development of better welfare for the area of occupation where there are severe lack of professions, rather than begging immigrants for the quick solution to magically boost the labor population.

Why are migrants discriminated against?

However you define the term “globalization,” it must be associated with the exchange of goods, ideas and people around the world. As the wave of globalization heightens, people’s movements from a country to another, i.e. migration, also increase. Some can travel easily, while others can’t. According to Katharine Sarikakis’s article, “Access denied: the anatomy of silence, immobilization and the gendered migrant,” contrary to media representation of migrants costing the economy, overall, non-EU migrants make a significant contribution to labor input. However, the “mobility” in terms of geography, politics, culture, legislature, and society is not equally for everyone.  The article says that the status of migrant subjects is described as loss of communication rights, and that migrants, especially female ones, lose their status as an “interlocutor” through silencing and immobilization. The article also states that the status of female migrants is determined by the international gender division of labor, institutional patriarchy and sexual violence.

But why is that the case? Why are migrants, especially the female ones, deprived of their communication rights and mobility? The article quotes, “whether we are willing to debate seriously and pay attention to the conditions of people who are not citizens or voters is a test of this House and a test of our humanity.” So I would like to discuss the possible causes of the discrimination against migrants.

First, I argue that the fact that many people don’t even pay attention to or realize the conditions of the lives of migrants is one of the causes of discrimination against migrants. Those that have little “connection” with the migrants could not care less about the migrants’ lives, because the improvement of the condition of the migrants’ lives would not affect the lives of non-migrants. They are only concerned with and too busy trying to improve their own lives rather than the migrants’, just like the migrants would not be interested in improving the condition of the non-migrants’ lives. This lack of connection – connection in the sense that one does not care about the improvement of the life of a person in a foreign group of people – between the lives of migrants and non-migrants, I would argue, is one of the causes of discrimination.

Another possible cause of discrimination against migrants is associated with human psychology. According to Steven Neuberg, a professor of psychology at Arizona State University, “people perceived as being foreign—perhaps because they look different than us, speak different languages, eat different foods—automatically activate perceptions of disease threat. And groups who are perceived to pose disease threats activate prejudices characterized by physical disgust” (Bushwick, 2011). Psychologists say that it is natural for people to over-perceive threats, which causes emotions of fear, anger, and disgust towards outsiders. “Whether it was Italians or Irish, Poles, Jews, Germans, Chinese or whomever, each of these groups were initially perceived to pose a wide range of threats and consequently evoked powerful prejudices. It was only once people came to see these groups as nonthreatening, usually as they were seen to adopt “American” norms, that they were perceived as Americans,” says Neuberg (Bushwick, 2011).

Neuberg seems to address discrimination only from an individual’s perspective, but his theory can be extended to the societal level to shed light on structural racism. Stereotypes and discriminatory ideas that stemmed from one individual’s interaction with another foreigner gets perpetuated to others and spread to a larger group of people, i.e. society, creating preconceived notions about people whom they’ve never even met.

This is why some foreigners are not perceived as a disease threat, and others are. Those that the natives came to accept as nonthreatening are today less discriminated against. Those that came to be accepted by the natives can be seen by the natives not only as “nonthreatening” but even as “beneficial.” For example, the natives could learn new culture, technology, etc. from the foreigners.

Although Neuberg fails to mention this in Bushwick’s article, historically, his theory has also presented itself as being bidirectional. This means that even after the foreign migrant group was seen as nonthreatening, certain historical events could affect this perception and revert them back to being seen as threatening; e.g. Japanese that had been allowed to live in the US became “threatening” to the Americans during WII when Japan and US were fighting. Therefore, foreigners that were once assimilated could be “re-discriminated” against by historical events.

According to the case study written by Huong, Huynh, Li, Lopez, and Yuda (2009), “migration can offer women important opportunities that include a chance to improve her economic, social, or gender-related status leading to improved lifestyle and self esteem.” However, many of those women are exposed to vulnerability through exploitation, human trafficking and abuse. The study states that much of the work done by migrant women is not regarded as “work,” because the kinds of work they engage in are often care work, domestic work, factory work, and entertainment, which is why their work is often under-paid and under-valued. Receiving countries’ laws often do not support permanent migration for unskilled labor workers, which may put women in a more vulnerable position as they are more likely to engage in undocumented migration and the informal labor sector with poor working conditions, exploitation, low wages and abuse.

As Neuberg suggests, people need to learn to see the “outsiders” as nonthreatening in order to prevent hostility and discrimination against them. We also need to raise public awareness of the issue so as to address the lack of “connection” between the lives of migrants and non-migrants, and the disadvantages that women migrants currently face.

Echoes of female transnational migration: Care-giving jobs in Korea

According to United Nations (2013), female migrants represent about half of all transnational migration. Among women migrants, there has been an increase of number of women migrants working in care-giving jobs and health-care workers (Pyle, 2006).

Pyle’s article reminded me of Korea’s current popular phenomena of having care-givers who are transnational migrants. Since domestic workers do not wish to work as care-givers (due to the low wage compared to working times and the low social standing), a great portion of care-givers are transnational migrants. Also, with the increasing number of double-income families, wealthy Korean families have started to hire migrants from developing countries to take care of household chores at a cheap price.

In Korea, the role of care-giver is not only for household affairs but also for educating children of Korean family. At first, female migrants were wanted as they already have skills to take care of basic household chores learned from their own country. Yet, recently, as language ability has been highly encouraged, wealthy Korean families have started to look for hiring female migrants who are capable of speaking foreign languages such as English and Chinese. Many female Filipinos and Chinese are working in the care-giving industry in Korea, as they can take charge of both housework and language education.

This care-giving job system using female transnational migrants can benefit both sides; Korean families can get cheaper labor, and migrants can get a job which pays higher salary compared to the situation in their nation, and earn foreign currency, which they can bring back to their own country. Despite these merits, this phenomena echoes throughout the world, creating an endless circle of female migrants engaging in care-giving jobs.

Care-givers who are working in a foreign country can send money to their own country and family. However, as the ‘mother’ does not exist in migrants own family, the family needs to hire another cheap labored migrants as care-givers. Thus, this female transnational migration in care-giving labors echoes the phenomena of hiring care-giver migrants from a poorer country, a poorer country, and a more and more poorer country, and so on. The endless circle of becoming and hiring care-givers is created and the continuous circle traps female transnational migrants under its re-echoing system.
