Social network service and social movements

Throughout 2010 to2011, many people in Arabic countries gathered up and did social movements. This is called Arab Spring. Since long time ago, social movements were occurred a lot by protesters. However, Arab Spring was a bit different from former ones. Want was a difference is that many protesters uses social network service to get and spread information by using social network service such as Facebook and Twitter.

Social network service is an online service and site that focuses on facilitating the building of social networks or social relations, real life connections, activities and so on. As spreading the Internet environment, the number of SNS users is increased. For instance, Facebook is strongly growing and reached over 1,000,000,000 users in October of 2012, compering to 600,000,000 users of January, 2011. Including me, users are able to write and post about what they think, pictures, links from other site and so on. Also users are able to share posts so that their friends are able to see my pots. If suppose am I post something like ‘Let’s do protest!’ or something like this on my Facebook page. If my friends like my post, push ‘Like’ to my post, and my friends’ friends will be able to see this. Then my post will spread to other people easily.

In a case of Arab spring, according to statistics, about 80percent of Facebook users in Egypt and the republic of Tunisia used Facebook to get and spread information about social movements. As social movements getting extreme, the number of Facebook users was increased. Furthermore, this social network connected to networks in real-life, which mean people who didn’t use Facebook, also could get information rapidly from real life connections with Thor friends who used Facebook. Social network service is related to social movement deeply because it’s easy to spread information and emphasize. This situation makes people get involve in social movement much easier. This is one of reasons why many people could involve in Arab Spring.

Social network service is working through the Internet, so sometimes it’s dangerous. There is a possibility that someone attacks your page with specific skills, or some information might be wrong. Thus, we have to be careful. However, as I mentioned in above paragraph, social network service has power. Young people are likely to use social network service than elderly people are. It’s getting much easier to make young people participate in social movements, and they may be going to be interested in society much more. Then the society will become much better.

Moreover, in recent years, young people tend not to be involved in society very much. This is because young people don’t have interests in society even their generation will be coming soon.  Or some of them try to change society with complaint. However, their voice is still small. I have many things to ask the government but people around me do not have interests.  I hope young people, especially in Japan, will have much more power to change society like Arab Spring.  And social network service is a good way to do it.

Gender in Employment: Work Life Balance in Japan

After the hit of Subprime mortgage loan in Japan, Japanese economy has fumbled around in the total darkness. Deflation has heavily affected on Japanese firms. Besides US economic crisis influencing on Japan, some studies have shown issues of employment – firms in Japan lack diversity where usually women have less chances to participate; flexibility of employment styles shall revitalize firms as well as the economy. Scholars indicated Work Life Balance (WLB) as a measure to facilitate human resource in Europe such as the Netherlands, Sweden, Germany, United Kingdom, and France. WLB in these countries are taken as their management tools. This short paper will look at gender in employment in Japan by focusing on WLB.

Institutions and scholars defined “Work Life Balance” in many ways; a various insights could be drawn from it. According to the Ministry of Health, Labor, and Welfare, it defines that employees may confront difficulties when there are things they want or must achieve, and thus, WLB seeks to allow achieve them do both things. The problem lies in the word. The word “Balance” undermines people – should an amount of work and private be equalized or balanced? According to those scholars, they indicate how difficult to define “Balance” since it really does depend on everybody and they have different flows of working and spending private life. Through the studies they concluded that the concept of diversity shall be stored in all, allowing employment flexibilities; hence, women can have higher opportunities to participate in society.

Takeishi (2011) elicited three common traits of Japanese employees in comparison to United Kingdom and Germany. Firstly, average working hours are longer than others. Secondly, their working hours are usually the same among the rest of workers. Thirdly, their working places are usually at their firms. The latter two points indicate that working in Japan is relatively not flexible. On this context, women cannot continue seeking their careers as well as men who cannot spend long hours with children (Takeishi, 2011, “Issues of Storing Work-Life-Balance”). Takeishi also questioned what makes Europe more advanced. In the past decades, European countries had industrial-oriented economies; employees were strictly under control – their working hours were tight and labors were harsh. As the years have passed, those firms realized the importance of diversity because these firms were leaning to become similar to each other; since then, companies have vibrant atmospheres. Japan has been similar to the old Europe.

While Japanese economy is going bad, companies do know the importance of this concept to be stored. However, they usually cannot – attempts usually fail because of costs (Takeishi, 2011, “Issues of Storing Work-Life-Balance”). Costs bother Japan’s solid employment culture. Some scholars thus suggested re-conceptualizing WLB as the tool to cultivate human resource. For mutual benefit both employees and employers.

Environmental justice

According to the readings, it could be said that the problem of environmental racism is one of serious issue which we are required to take a prompt action. Paper says the number of incinerator has been increased dramatically. From 1965 to 2002, there were  100 more increased for the number of incinerator. These are incinerator often concentrates on the area where African-American lives. There were also demos for this fact. It says that rich people could live the environment which is very healthy and clean. On the other hand, socially disadvantaged people who are like minority and poor people would be a victim of environmental destruction with ease. Victim of pesticide and a vicious spiral of environmental destruction among developing countries could be said good example for supporting these facts.

In the United States, they made the office of environmental justice in 1992 and report which aimed at decreasing risks of environmental problems for every communities.

Environmental justice is idea for accomplishing environmental conservation and social. The word of environmental justice came from environmental justice movement which was made by criticism for environmental racism in 1980.

Development of environmental justice movement

In 1982, the plan of PCB waste landfill were appeared.In those days, this plan was concentrated on area where African- American lives more than the place where rich people and white people lives. African people were criticised by not only social but also problems of landfill. keeping good environmental place for white people who are already are blessed. However, African people was forced to live in the place where environmental quality was bad. These fact was viewed as problem of environmental racism. For this fact, the demo was conducted by African people. However, more than 500 people were arrested and it was ended up failure. Later , these action became to be symbol of environmental justice.In 1991, policy of environmental justice was adopted in United states. In 1994, Bill Clinton signed for actions od federal government keeping environmental justice for minority and poor people.

According to above statement, environmental justice provides minority with  good quality of environment.

Effect of environmental justice

The idea of environmental justice was stared in U.S’s domestic problem. However,

In 1992, the idea of environmental justice was become to be understood as a global issues after Earth summit in Rio de JaneiroRio. Moreover, in everywhere pollution problem were happened due to economic development.

To sum up, idea of environmental justice is going to be changed. However, one of important things is learning from mistakes. These issues which reading says is important for thinking environment in our future.

Social Movement Is A Process of Policy-Making in Japan

It is often said that Japan is not the country that there are not so much social movements effecting policy-making process.  I was also thinking so until I knew this movement which happened in Hokkaido. I didn’t know that Japan had been believed as Unitary state till 2008. It was changed by Citizen-turned-politic-activists. In 2008,  “the resolution for assuming Ainu race an aborigine” was adopted in both houses of Representatives and Councilors. (Comprehensive Ainu Policy Office, Cabinet Secretariat, Government of Japan.) This story had begun from two Ainu citizen-turned-politic-activists in 1984.

At first, I would like to briefly introduce Ainu. Ainu is indigenous people who have lived in Hokkaido prefecture. From Edo period, the Japanese central government forced assimilations policy to Ainu people by depriving their land, pushing public education in Japanese. In 1899, “Hokkaido Aborigines Protection Act” was established and Ainu was considered to be “an old aborigine”. After WWII, Ainu had been not recognized as indigenous people by the government so that there weren’t any policies for Ainu. For long time, Ainu also has been suffered discrimination by Japanese even until now. (Hokkaido)

In 1984, there was a plan for constructing a dam in Hokkaido, Nibutani district, where had been considered as “a sacred place” for Ainu. It was the important land for Ainu cultural ceremony of salmon capture. Shigeru Kayano was an Ainu who grew up in Nibutani and speaks Ainu language. He opposed the construction plan and brought a suit to stop the construction for protecting Ainu culture. Social movements had begun not only in Japan, but also at global level. There were demonstrations in Japan done by Ainu and Japanese for the protection of Ainu culture.  At global level, the representative of Ainu made the keynote speech at United Nations General Assembly in 1992 for the “International age of world indigenous people”. In 1994, the Human Rights Commission jurisdiction gave an advice to the Japanese Government about “International Covenant on Civil and Political Rights”, which has been said that it brought influence for Nibutani dam judgment and the recognition of the Ainu. Under those movements, Kayano became a Japanese Diet member (from 1994 through 1998 a member of the House of Councilors).

In 1997, the suit was basically lost, however the court recognized Ainu for the first time as an aborigine. Kayano continuously worked for the abolishment of “Hokkaido Aborigines Protection Act” and for the approval of “the Ainu Culture Promotion Act”.  After the approval in 1997, he resigned the member of Assembly and made an effort to regenerate the Ainu culture. It can be said that one man who wanted to protect homeland and its culture became citizen-turned-politic-activist and changed the law with the social movements.

Now Ainu recognizes as indigenous people and receives various policies for improvement of living standard of Ainu and for promotion of Ainu culture. There are various social movements by not only government, but also Ainu as well. Ainu has been promoting Ainu culture through education or ceremony domestically, and they have been promoting international conferences such as Indigenous Peoples Summit or World Indigenous Peoples Conference. However, considering “the Declaration on the Rights of Indigenous Peoples” which includes acknowledgment of the rights such as culture, land and resources, Ainu should be treated more properly. In Hokkaido, there is a new wave for that. Ainu party has established in January 2012, the representative is a son of Shigeru Kayano, Shiro Kayano. They will challenge the national election for advocate the right recovery of the Ainu. (Shinbun, 2012) From these facts, it can be said that the one citizen-turned-politic-activist clearly influenced the national policy-making in Japan.

Women workers

In this society, it is said that all people are equal, but this is not always. There are still many problems for our truly equal life and society. Then, I consider about the better situation for the women’s workers in Japan. There are three points from the class discussion and my opinion.

First, from the class discussion, women who want to work are also hoping to raise their children. I think this is too greedy that women want to do both work and housework. But so many women want to do that if they are in good situation. Actually, I would like to work in near future and also make my family and raise my children by myself. But in present situation in Japan, women have to choose whether work or housework in the general company. Some companies have the child-care leave systems, but they are just apparent system in most company. I can say that there are still some kinds of women’s discriminations. Some companies have the label that women will quit the job because of the childcare. Actually women quit their job, but there is no choice in our society. So, all the companies have to make the child-care leave system. In addition, the companies have to make a good situation for all the people in order to people can take this system as one of the natural rights.

Secondly, I also think it is important to think about this system for all the people. It means not only for women but also men. There are so many situations in the family. If woman is in the important position like general manager, she have to come back soon in her position. Then, instead of woman, man takes the child-care system. Like this, we do not make the fixed idea like this system is for the women. It is important to think this system without fixed idea for the truly equal society.

Thirdly, man cannot substitute for woman in some points in present situation. In Japan, some people are still thinking that women have to work in the house and men work out. This case meets that women have to work more than men, because women are working in the house and in the company. It because that some men do not know how to do the housework and how to raise their children. I think it is important to change the education in the house. For not to rely on women too much, men also need to know how to do the housework and how to raise their children. In each family, all children need to know how to do some housework. It is not good to teach housework only for girl. I think the basic change in our family is needed. In this way, we will gradually change the social situation more equal one.

We need to change the basic ideas of gender in three points. It is not good to rely on one side. In the present situation, men and women cannot share the difficulties each other in Japan. If we can make an equal society, Japan will change better. In addition, Japanese society will change kinder one for all the children. For the truly equal society, now is our social reform.

The Power of Non-Violence in Social Movement

There was the famous photo that showed a police let his dog bite the man who did not resist against it. That photo captured a moment of the Civil Rights movement in America, and it made worldwide people pay attention to the movement. I think world attention was one of the most necessary factors to achieve the goal. And now, here is the question, what is the power of non-violence in social movement?

Gandhi and Martin Luther King, Jr. are known as leaders of non-violent movement. They led various movements like boycott, sitting and marching without any violence. It was said that even though they were attacked by police or others, they never resisted it. Journalists reported it, and we can find the photo or film still now. When I saw these, I was shocked and had question about the justice of police or others because activists did not do anything bad. Similarly, the people who watched the report at the time might have had such kind of feelings. It might encourage people’s support in the movement, and also became pressure for government. I think this is strong power to show the ambition for the goal of social movement, and make the opposition an object that should be blamed.

However, we can imagine how difficult non-violent social movement is, and actually there have been many movements depend on violence. I think social movements are established with the existence of opponents, and activists sometimes have strong anger or hatred against it. Therefore, the movements tend to use violence.  Once they use violence, however, it gives reasons to arrests or criticizing. Keep non-violence can not only prevent from giving the reason, but also can be gathered people’s attention by sympathy or empathy. Non-violent movement is seemed that it has power more than the movement with violence.

Recently, more and more social movements came to be non-violence, like anti-Iraq war movements and Arab spring. These movements could get achievement. However, when we think about the case of Japan, even though the movements are totally non-violence, they hardly achieve the goal. In my opinion, the difference is caused by smaller scale and less attention. Japanese movement is much smaller than that in the world, and too well- regulated. We rarely find the huge social movement enough to get overwhelmed, and rarely find the movement that becomes the obstacle to something. Moreover, Japanese have been too accustomed to non-violence, so non-violent movement could not get enough attention. I think the problem of less attention in Japan can be deal with expansion of scale that involving more and more people.

After all, non-violence is effective way for the movement, and non-violent social movement should be improved. If it becomes more fascinated and ingenious, the power of non-violence might come to be stronger.

Social Movements, globalization and gender

When thinking about Social Movements and globalization, there are many points that come into my head.

First of all, I think that Social Movements are very important nowadays. They are easy to start; you can just use the internet or advertisements in the radio or in the TV to inform about what you are going to do. You can create an event on Facebook and invite all your friends, who will invite other friends or post it on Twitter and other social media. This way more and more people will hear and read about your movement and maybe want to participate or support you. I think that Flash Mobs are also some kind of Social Movements. People appoint at public places to a certain time and start doing all the same at the same day, e.g. start to dance or pillow fight. After the Flash Mob is over, everyone is leaving to a different direction. Normally, the people who come to Flash Mobs don’t know each other.

In my opinion, Social Movements can really change something. For example, after the catastrophe in Fukushima, there were many protests in Germany. Germany still runs a lot of nuclear plants and even has an atomic disposal zone, which is also used by other European countries. People were shocked about Fukushima’s nuclear disaster and didn’t want something like that to happen in Germany. Therefore, they activated advertisements and thousands of people started to protest. This was reported in the TV and attracted more protester. When the movement became bigger, the government hat to react. They changed the atomic energy law and shut down nuclear plants that already were kind of a risk. In addition, they promised to shut down all nuclear plants in the future and to develop the use of renewable energy. Of course affected this changes other European countries and they are also discussing about new energy laws.

Finally, I think globalization also helped the gender revolution. Women wanted to be treated equal with men, they also wanted to be able to go to work instead of taking care of the household all day long. They went out on the streets, started protesting and this was reported by the newspapers all over the world. It influenced other women to also think about what they can do to change something. The result is that now the equal treatment of women and men is part of the law in many developed countries. And even if it is not carried out in all countries, I think it started the way that people think about gender roles. In Germany, there are some fathers who stay home now and take care of the children or the household.

So even though globalization has many bad points, at the same time some things also changed to a better condition.

Framing in Political Activities in Japan

Framing is useful to organize social movement and mainly citizen usually use it. But I think its features fit into political acts, especially general election in Japan, whose official announcement will be made on Dec. 4, 2012.

Remarkable tendency can be seen on new minor parties which are called “Daisannkyoku (第三極)” such as “Stand up, Japan”, “Japan Restoration Party”, “People’s Life First”, and “Japan Tax Cut Party Aimed to Achieve Anti TTP and Abandon Nuclear Power Generation” (It’s hard for me to translate its formal name into English). These new parties were formed by former Democrats who feel antipathy to their party’s policy. They left the party and formed new parties one after another as they want to do.

Most of these parties argue similar idea of antinuclear. Therefore, to win the election, they are considering making union or coalescing parties which have similar idea about nuclear policy. I think this situation is because framing system is working well. They are lively exchanging views and accelerate political actives. This is good aspects of framing.

These parties seem to be simply antinuclear. But if you read their policies, you can find that there are differences between each party’s ways to approach to achieve their nuclear policy. Some of them claim Datsu Genpatsu (脱原発), means breaking with nuclear power plants, while others claim Sotsu Genpatsu (卒原発), means fade out the presence of nuclear power plants and lower the dependence of nuclear, and switch to alternative energy like solar power and wind power. In addition, there are parties who claim Shuku Genpatsu (縮原発), means breaking dependence on nuclear power in the medium- and long-term.

At the moment, despite of these differences, they cooperate with each other and exchange views because it is more advantageous to such new small parties to secure more seats through the election. But when the election is over, what do they do? I think they will quarrel about which approach is correct. If they do so, all of them can’t achieve antinuclear. What was worse, there is more serious problem―many of voters can’t understand the differences between Datsu Genpatsy, Sotsu Genpatsu, and Shuku Genpatsu. These are confusing for the voters. Under the rule of thumbs concept, they can work well. But without managing and coming together their ideas, it may lead to all sorts of trouble later. It is chaotic, so they can’t get voters’ cooperation and build a feeling of distance to voters. These situations are bad aspect of framing.

If they really want to achieve antinuclear, they have to manage their idea, and explain it clearly and simply to make voters understand. If they want to win the election rather than achieving antinuclear, this can be abuse of framing.

Multicultural Japan

Japan should become a more multicultural country. It needs to achieve a society that beyond some ideology and controversy in Japan. In this point, two concepts are important. According to Mr. Hiroki Azuma, professor of Waseda University, combining Japan as “flow” and Japan as “stock” is significant in order to achieve multicultural society. He says that we live in the world that network is covering and man and money move across border so quickly. Even though we are welcoming to that world or not, the number of foreigners who live in Japan will increase, compared with now. On the other hand, the number of Japanese who live in other country will become widespread. It shows that Japanese culture doesn’t belong to only Japanese people and other culture come in Japan. Japan as “flow” express the current Japan that many sense of value exist and Japan as “stock” declare identity stored from past years in Japan. Therefore, we need to recognize border come to be fuzzy and reproduce Japanese culture and some legacy in the next generation in this situation.

In this context, I think that Japan should open the door for foreigners by some ways. For instance, permitting local election voting right for permanent foreign residents is one way to make multicultural country. The way is natural in modern and future society that border will be ambiguous as mentioned above.

However, these ways face opposite opinion from some people, especially conservative class. They argue that if we permit local election voting right for foreigners, they might use the right for interest of their countries (for example, permanent residents from Korea vote for candidate who say “Takeshima belong to North Korea”). It is true that there are possibilities like this case. But I think permanent residents will use right to their communities because many of them are together as a collective. In addition, permitting this right is also important when we require some right for Japanese who live in other countries.

It is difficult to achieve multicultural countries. Even United States and many European countries struggle to this problem. Thus, it is more difficult for Japan where construct of mostly a single culture. However, in history, there is aspect that Japan has accepted foreign culture and tradition. Phrase of “Wakon Yousai (Japanese spirit and Western knowledge)” shows these Japanese aspect. This spirit contributed to the great turning point of the Meiji Restoration. Today, we remind this spirit for Japan facing various problems.

What is the future for undocumented children?

According to a survey in 2012, there were around 70,000 of illegal overstayers in Japan. In 2008, it reported about 150,000 were found illegal, which was more than twice as much as recorded in 2012. It seems like the number of illegal overstayers has declined as the survey shows, and we are able to solve this issue in few years. However, these surveys are only numbers of people who were exposed as illegal. It can be estimated that there would be around 300,000 to 400,000 illegal immigrants in Japan.

In the late 2000s, one Filipino family got a lot of attention from all over Japan since they had stayed in Japan illegally. According to the law, they were to send back to the Philippines, but their young daughter named Noriko Calderon grew up and lived her whole life in Japan and could not speak any other language than Japanese. It was a huge controversy for this family that had migrated from the Philippines to get out of poverty and to make a living in Japan, and actually made their life in Japan for long, but overstayed illegally. Their child, Noriko, has been brought up in Japan since she was born and had done nothing wrong, so she only got an exceptional acceptance to stay in Japan while her school life and her parents were sent back to the Philippines.

Even though Noriko grabbed a huge chance to stay longer exceptionally, she is not the only one who stands on the edge of border of their life. There are still hundreds of children in a same situation. Some might have already been forced to be sent back home, or some others might be scared of getting caught by immigration authorities. Moreover, they are even afraid to go to hospital when they are sick. They do not have a right to live just like normal people if they are not documented even though they migrated to make their life better and happier. For those children, they never get any choices and they have to depend on just the way they are until they are caught as illegal. Once they are found as illegal, they have no other way than to see the reality of undocumented with no power.

For this issue, I think all the children should be protected to live their life no matter what situation their parents create. Parents’ ego cannot disturb the future for children. At least I think we need to give those children education and healthcare with some condition to grab a chance of success when they get older. It should not be fully acceptable to anybody that may danger the country. However, I do not want children lose their bright future due to their unfortunate situation. All those innocent children should be able to take a chance to challenge for themselves.
