Where does youth hostility toward immigrants stem from?

Although we live in a highly globalized world where a multitude of cultures, languages and traditions coexist, in the past few years hostility towards immigrants has grown into a frequent and sensitive topic. Not only is it an issue in the US that ironically is said to be the melting pot of cultures, even Europe, the home to a multitude of cultures, has found itself face to face with hatred towards immigrants.

In a way this is nothing new. Xenophobia has existed for a very long time, but the 21st century has given it a new, much younger face. In my home country Finland you can see this change through the emergence of non-official, radical and extreme groups often filled with younger people. Many groups and sub-groups currently exist, both in secret and in public, but in their most extreme and well-known forms these groups consider themselves as Neo-Nazi groups that oppose multiculturalism. Ideas such as “pure, young motherland” are often thrown around by these groups and according to police reports in Finland, members of these groups are most often involved in violence towards immigrants.

Why is this happening at a time like this when the world is so globalized? It is precisely because of globalization, because country borders have become less significant and because right now we are most likely to have at least one neighbor in our neighborhood that isn’t originally from our county. And because it has all happened extremely fast, not all countries and people were ready in the first place. As many usually point out, this hostility is a manifestation of one’s fears and suspicions when faced with a world that is constantly changing at a fast pace.

But there is also another reason, an important reason that I think is far too often forgotten when talking specifically about younger people who participate in violence towards immigrants. This hostility can also be seen as a call for help, for attention. In Finland young people are becoming increasingly more isolated and are greatly ignored in political decisions that are made. This depression has in many cases led to violent behavior, as past cases of school shootings have shown (for more information, see Kauhajoki school shooting in Finland, 2008).

In this time of globalization and multiculturalism, governments tend to forget those who are in need. This has partly led to the birth of extreme mindsets and violent groups among the youth, especially in Finland. In the future, perhaps governments should first resolve domestic social issues before turning their attention towards the international political scene.

Should the Japanese Government Institute an Education System for Immigrants?

In “International Sociology” class, I was surprised to hear that in Europe, students from other backgrounds take two or three times a week to have lessons in their native languages. In Japan, some elementary schools in which there are many foreign students have Japanese classes for them to understand regular Japanese classes. However, few schools have lessons for immigrants in their own languages. In addition, there are not many ethnic schools in Japan. Even though foreigners living in Japan mostly consist of Chinese, there are only 5 Chinese Schools in Japan. If children from other countries continue to attend Japanese schools and don’t do vigorous effort to learn their history or culture, they will have difficulty in building their identities. This is one of the reasons why foreigners are unwilling to live in Japan for a long time.

In my opinion, Japan should institute an education system for immigrants. For example, it should begin classes for immigrants in their native languages. It not only benefits students from other countries but also Japanese. It will increase the number of immigrants if Japanese education system is reformed in favor of foreigners. Japanese is suffering an aging society, so Japan will face the problem of lack of labor in the near future. Thus, Japan should accept immigrants to solve these problems. In order for foreigners to be willing to come and live in Japan, Japan should create the environment for them to live comfortably. One of reforms which Japan should tackle is education system.

It will also lead to intensification of international competitiveness of Japan if many foreigners immigrate to Japan. It is said that Japanese have difficulty in speaking foreign languages. In the times of globalization, people who are fluent in many languages are needed. If immigrants grow up as bilingual and begin to work in Japanese corporations, they will largely contribute to corporations.

If Japanese government begins to institute an education system for immigrants, many people will come from other countries and live in Japan. They will serve Japanese society. It is difficult for schools to begin classes for immigrants in their native languages because immigrants come from different countries around the world. Schools should create these classes cooperating with the local universities specializing in foreign languages. It will also lead to create Japanese bilingual students.

Travel Shows Mirror Japan’s Imagined Globalization

JAPANsociology got its first mainstream media citation, in a column by Philip Brasor in the Japan Times, “Travel Shows Warp True Globalization.”

Brasor notes the parochial nature of Japanese travel shows, which often depict the world outside Japan as worthy of fear and caution. To paraphrase Jennifer Robertson, such events are about presenting the world in a way that reduces the ontological anxiety  Japanese may experience when worrying about Japan’s place in the world.

The 2020 Olympics in Tokyo follow the 2005 World Expo in Aichi, and the 2002 World Cup in Japan and South Korea. Each event was to usher in a new era of internationalization, strengthening Japan’s connection to the rest of the world. Instead, we see the more things change, the more they stay the same. The question isn’t whether Japan is connected to the rest of the world, but how the Japanese people interpret that connection.

As WI Thomas and DS Thomas wrote in 1928, “If men define situations as real, they are real in their consequences.”

Poor English Saved Japanese Banks?

Japanese Finance Minister and deputy prime minister Aso Taro claimed Friday that ignorance by Japanese bank managers saved Japan from buying the subprime loan products that later collapsed in value and ushered in the Great Recession. According to Aso, bank managers’ command of English was so poor that they avoided studying the complex financial products and instead avoided them.

As reported in the Japan Times, Aso told a seminar in Tokyo “Many people fell prey to the dubious products, or so-called subprime loans. Japanese banks were not so much attracted to these products, compared with European banks.”

“Managers of Japanese banks hardly understood English. That’s why they didn’t buy,” he said.

Other explanations would be more encouraging. For example, “Japanese bank managers avoided the products because they saw them as too risky,” or “Japanese bank managers showed keen insight into the global economy and recognized that these products were a poor investment.” But praising bank managers’ ignorance of English?

Aso is well-known for his verbal gaffes, including saying that the elderly should “hurry up and die” to save the government money on end-of-life care. “Heaven forbid if you are forced to live on when you want to die. I would wake up feeling increasingly bad knowing that [treatment] was all being paid for by the government,” said Aso in January. “The problem won’t be solved unless you let them hurry up and die.”

Aso has also referred to people unable to feed themselves as”tube people,” made quips about Alzheimer’s Disease, and said that poor people should not get married. “It seems rather difficult to me for someone without means to win people’s respect.”

Maybe Aso’s comments could fuel new advertising slogans for banks …

“Bank of Tokyo, where the only English we know is our name.”

“Globali-what? Come to Bank of Osaka, where we put your money under a mattress.”

“At the Bank of Kyoto, we make sure none of our employees has ever left the country.”

Against the Japanese policy on refugees

We learned about the situation of Japanese acceptance of refugees. According to the readings and materials which the professor gave to us, Japan accepts less than 1% of applicants. Although Japan has the third biggest economy in the world, Japan accepts by far fewer refugees than other developed countries. We have debate about question “Whether Japan should accept more refugees or not”. My answer is “Yes”. There are two reasons why I answered at the debate.

The first reason is that refugee can cover the shortage of labor especially in field that seek labor. Now, Japan is about to face aging society and decline of birth rate, so in some field, lack of young labor will cause vanish of job. Agriculture is famous example of this. Although Japanese self-sufficiency rate is lower than any other developed country, the number of young people who choose agriculture to work is decreasing year and year. This is why the age average of farmer is getting higher and agriculture is in danger to be disappeared in the near future. However, refugees can solve this kind of problem, because they come to Japan seeking job to live. I mean increasing number of worker promote people including Japanese young people to work in various kind of work such as agriculture. The more people come in Japan, the competition of job hunting will more hard and tough. Due to this people will be supposed to expand their eye to the industries which have not been gotten attention. This situation can help various kind of industry develop and solve Japanese current problem that lack of labor because of aging society and declining of young people.

The second reason is fundamentally, Japan is responsible for guaranteeing human rights of people all over the world by the Japanese constitution. Accepting refugee and supporting them in language and job hunting are duty of Japanese government. If Japanese government keep rejecting accept much more refugees like other country do, Japanese constitution has no power to guarantee the human rights against even Japanese people.

I feel strange that fact that Japan accepts fewer refugees than other countries. The trend of the world is globalization. Japan has to catch up with this trend by accepting refugee and admit the multiculturalism in society. The tie between other nations will be more tight and Japan start being flexible against diversity. Following this, Japan can find benefit in accepting foreign community such as immigrants and refugee in terms.

Hafu issue and Japan

There are a lot of hafu whose parents don’t have the same nationality all over the world and there are many Japanese hafu in Japan. I found though movie about hafu that hafu cannot accept adequately in Japan because some Japanese people regard hafu as foreigner and other Japanese people don’t have interest in them. Also, hafu tend not to have own identity because they have difficulties for finding their origin and nation. Hafu issue, I think, is based on the lack of identity. The lack of identity is related to some questions are “where am I from” and “who am I”. Now we (my classmate and I) have discussed the situation of hafu and some students recommend multicultural education and global political policy for improving the idea for Japanese hafu on Facebook.

Of course the multicultural thinking is important, but the thinking is not perfect because the multicultural education is taught only to younger people such as school students. Therefore I suggest another way that Japanese government should allow for hafu to get two nationalities and follow the wave of globalization.

First I explain first solutions. To begin with, you should recognize the cause of lack of identity for reconsidering the issue. The loss of identity has relationships to the citizenship of hafu. They have to choose their nationality and citizenship in some countries such as Japan and Korea compared to the USA. In other words, these governments force hafu as minority to abandon one side right of their nations without getting double nationality. In my opinion, Japanese government should make room for hafu to have double nationalities and identities.

Second I introduce another method for solving hafu issue. Japanese people still tend to keep from foreigners because Japan is said to be a racially homogeneous nation and Japanese people get used to treat foreigners. On the other hand, globalization is advancing by improving IT such as the Internet and SNS. If this globalization is increasing, naturally the number of hafu will increase and the kinds of hafu pattern are more various, and then the environment for hafu in Japan will be changing. In other words globalization makes Japan racially multination. Therefore, I suppose that Japan should be more global and Japanese people get more opportunities to treat hafu. If this solution can, hafu will not need their identity because they could have the sense of belonging. They are treated as just a “human”. They would not lose something they could rely on.

Japan and Hafu Nationality

Imagine that your parents have an international marriage (one of your parents is Japanese), and you are living as hafu in Japan. In your house, two type of cultures are mixed, and you belong to two countries through your experiences. However, if you were 22, you would have to choose one country as a nationality. You used to have two nationalities that your parent’s home country, but you can choose only one nationality, so you automatically have to abandon one nationality, though you have two countries’ identity.

Do you think that situation is unreasonable? I think many people think “I want to keep both nationalities like before!”. However, this is real story that hafu people face. In Japan, dual citizenship is not admitted, and as I say before, hafu are forced to choose one nationality by age 22. Many countries such as America, France and UK allow dual citizenship, and hafu get guarantee from country.  Why Japan does not admit like other countries? I think the reason relates to dual citizenship demerits. In America, there are many immigrants from all over the world, and America give citizenship for them. It seems good, but American government does not officially support dual citizenship, because if person has two nationalities, it would be trouble when person committed one country’s law. Besides, it is annoying to some Americans that some people might come to America for giving birth, and the children get American nationality, and then go back to their home country.

Thus, dual citizenship has some negative aspects. However, I think Japan should allow dual citizenship. Globalization is coming to Japan too, and we cannot stop this stream. Some people believes that Japan is homogeneous country, but that is not true. Many foreigners are lived as a worker and international marriage is getting more and more. Therefore Japan should prepare that follow globalization. Japan does not have enough care and guarantee for foreigner, and even hafu. Hafu is also increasing (one out of thirty baby is hafu) recently, so Japan have to think whether continuing present nationality’s system or not. I think giving up one nationality means forcing to lose one own identity from government, so Japan should give right to choose that hafu choose one or keep two nationalities.

To join global society, Japan should quit old system, and accept new style. More people should come, and Japan’s lived foreigners and hafu will increase. Therefore I think it is time that Japan prepare and take action for hafu to live better in Japan.

Identity of Hafu and Japanese

One in 30 children is born as a hafu today in Japan. Hafu have parents who have different nationality and looks. Therefore, hafu tend to have different looks with Japanese and they may catch people’s eye easily. In such a situation in Japan, how do hafu people build their own identity? Do they have only one identity or hybrid identity? Why do many Japanese think hafu is cool and beautiful?

First of all, it is necessary to think about identity of hafu. When I watched a video about hafu in class, many of hafu said that they have a hybrid identity, but they said that they can not become complete and true Japanese. Many of hafu in this video grow up in Japan and know the Japanese culture. Moreover, some of them can speak Japanese fluently. However, why can’t they become ‘true’ Japanese? In order to have the consciousness of belonging, to have same value and culture is needed. For example, if they live in Japan, they try to speak Japanese. In addition to this, it is also important that hafu are appropriated by Japanese, regarded as a member of Japan and they can join Japanese society.

Next, Japanese often regard hafu as a ‘stranger’ even if they know Japanese culture and can speak Japanese. Hafu often attract people’s eye and they are regarded not as Japanese but as a special people. Today, in Japan hafu and foreigners are minority and many Japanese still have the fixed idea that Japan is a homogeneous nation. This is why hafu and foreigners are regarded as a ‘stranger’ in Japan. Such a fixed idea should be broken because Japan has been a multicultural country since the old days. For example, Ainu people lived in Hokkaido as native people and in the 20th century many foreigners like Koreans and Brazilians came to Japan. I suggest that Japanese must change their fixed idea and appropriate hafu.

Japanese tend to ask hafu questions like “where are you from?” even if they grow up in Japan and have Japanese values and Japanese culture. Japanese must know that people who have different looks with Japanese live in Japan as Japanese. Moreover, Japanese should accept hafu as a member of Japan and should not make borders between Japanese and hafu because they grow up in Japan and have same identity with Japanese. In order that hafu become Japanese completely, not only Japanese accept hafu as a member of Japanese in Japanese society but also Japanese government should begin the approach to make Japan a ‘true’ multicultural country. Japan is based on the idea of jus sanguinis and conservative to foreigners. Today, in the world, globalization is developing now and Japan should review their principle.

In conclusion, hafu are often regarded as special people in today’s Japanese society. In order that hafu become true Japanese, Japanese should break their fixed ideas and Japanese government should change their policy. Furthermore, in the future Japan may have to accept more foreigners because of the declining birth rate and the lack of workers. If such a situation comes, foreigners will come to work in Japan and have more opportunities to get on with foreigners. The number of hafu will be increasing from now on. Therefore, Japanese need to appropriate hafu and foreigners.

The Impacts of Immigrants in Japan

The number of foreigners is small in Japan compared to other countries. Basically, it is said that Japan is mono-cultural, homogeneous and monolingual society. For example, all of my classmates in high school were Japanese who have black hair and speak Japanese. We did not have opportunities to interact with foreigners in Japan. When we see foreigners, we feel they are “different” because they do not look like Japanese. It is hard for foreigners to live in such a society, I think. For instance, there was an international student in my high school. She was from America and had gold hair. I mean her appearance was completely different as Japanese. We saw her as “gaijin.” We did not know how to communicate with her although we wanted to get along with her. Finally, she could not fit in our class. One of the reasons why Japan has few foreigners is that Japanese society is said to be homogeneous. Therefore, Japanese people tend to refuse foreigners and different cultures. However, it is time to change Japanese society to make comfortable society for foreigners because globalization has been expanding. I mean that Japan needs foreigners in order to lead to economic growth.

The number of immigrants would be increasing if Japan became comfortable place to live for foreigners. Immigrants are important to solve some problems in Japan. In particular, the problem about the declining birth rate and a growing proportion of elderly people. For example, immigrants come to Japan in order to work and marry Japanese people. Their children probably will also work in Japan. This will help increase the population long term and help to solve Japanese population crisis. Immigrants have an important role in Japan.

However, Japan has difficult problems to solve in order to absorb immigrants. There are strict rules of immigrants in Japan. In addition, the rules are different from their countries. It is said that the crime rate will go up if immigrants increase. Japan might not be ready to receive immigrants. Japan should make new laws about immigrants. For instance, new laws to allow immigrants to live in Japan easily. The laws suitable for immigration should be established. Besides the laws, Japanese people need to change values like understanding different cultures. For example, Japanese children should be educated in English since a kindergarten. They can go abroad more often and communicate with foreigners easier if they can speak English well. I think English has a important role to accept immigrants.

Japan has some difficulty of absorbing immigrants. Japanese government and Japanese citizens should be aware of and solve these problems. Of course, things cannot be changed soon. It takes much time to make better society for immigrants. Japan has to do what it can do for immigrants immediately. I hope that my children or grandchildren would be free of prejudice and live in multinational society in the future.

Reconsidering about hafu

How much do you know about hafu in Japan? Hafu means that they have a Japanese parent and a foreign parent. Actually, I have never thought about hafu, because there were no hafu around me and there are not many mixed blood people in Korea (I am a Korean). However, through my English class, I have learned a lot regarding hafu and how Japanese society treats hafu. I read some articles stories about how hafu are treated in Japan, how do they feel and so on.

There are bunch of hafu who are suffering from the way they are treated in Japan and even in some other countries. Even if hafu have Japanese nationality and fluency in the Japanese language, Japanese people divide them into non-Japanese because of their non-Japanese look. Although many hafu have Japanese nationality by law, they have difficulty to fit in Japanese society and to be admitted by other Japanese as Japanese. Then, is the law not an important thing? Why are they treated differently in Japan?

On occasion, a fixed idea plays a more powerful role in treating people. Japan is so-called a homogeneous society and that is why Japanese people feel uncomfortable with others and fine it hard to understand others. Many of hafu said that they feel they belong in Japan and try to fit in Japanese society. However, somehow Japanese people do not recognize them as Japanese. Therefore, the most important thing to change the situation facing hafu is conversion of the way people think about hafu.

To change over the way people think about hafu, people should reconsider that all of us have a unique gene which is make us different from others and at the same time we all have something in common. To put it simply, people should stop othering hafu and dividing them into non-Japanese due to the foreign look so that the situation facing hafu will be improved. Letting people know regarding hafu might be a very useful work to make new progress and improvement for hafu such as The Hafu Project.

In addition, making more interchange programs with hafu in school educations helps students to understand hafu and expand their point of views. Without any information about hafu, it is hard to understand them. Even if the situation facing hafu in Japan seems difficult to be solved, globalization is widely spread in Japan and many of Japanese young people have an open-minded and flexible attitude, hence, the situation could be improved in Japan.

With the efforts of hafu, change of times, and conversion of a fixed idea, hafu could be provided better environment to live in Japanese society without being othered or classified.
